With the arrivals of Kaka, Ronaldo, Benzema, Pennant, and possibly Xabi Alonso, the balance power that once was the English Premier League is now shifting over to the Spanish Primera.

Footballers and pundits alike argue that even though the Premier League is the best of the world, La Liga has superior technical quality in terms of player development and on-field play.

For the first time, excitement and anticipation is actually building towards the new season in leagues other than the English Premiership. However, some are whispering that the days of English domination of European football may come an end.

Current Arsenal manager Arsene Wenger supports this notion, with the impending 50 percent tax rate on high earners that could potentially scare off foreign talent from playing in England.

According to an April 29 report on the Daily Telegraph, Arsene Wenger responded to comments made by Juventus coach Claudio Ranieri who claimed that the English success in Europe was fake because of high input of foreign talent and coaches.

"Don't worry, that time will soon be over, because with the new taxation system, and the collapse of sterling, the domination of the Premier League on that front will go," Renieri said. "That is for sure. It will be a financial problem for all the English clubs."

Wenger also believes that the high altitude of foreign talent in the English league is hurting the English clubs who rely heavily on foreign talent to compete against the likes of Chelsea, Liverpool, Arsenal, Manchester United, and clubs from Spain and Italy.

It remains to be seen what could happen to clubs such as Manchester City and United, Chelsea, and Arsenal if the tax indeed comes to law and if FIFA is successful in imposing its "6 + 5" rule for European clubs within two years.
