It's all over the Cincinnati news...Channel 12 Cincinnati, OH:

"Another Cincinnati Bengal lands in trouble.

Leon Hall is charged with driving under the influence.

We've learned Hall was stopped by an Ohio State Highway Patrol Trooper on Sunday.

Court records indicate Hall will be arraigned on the charge Friday.

The 24-year-old cornerback has been with the Bengals for three years. He was a first round draft pick in 2007.

The Bengals will not comment on the arrest."

and here is the record:

County record

Personally I think this is a big misunderstanding.  Just today in the "In the Locker Room" segments I covered for Bleacher Report, I mentioned Carson stopping in the middle of his interview to congratulate someone.  That someone appears to be Leon Hall to me, and Carson clearly is congratulating him.

My thought is.... Leon got word there was NO case (IE... blood test came back.. etc), and the news is just late with that info.

Or, it could be that Carson was simply congratulating him on being a Father:
