Two teams that could end up with the No. 2 overall pick in the 2017 NFL draft will meet in Chicago on Sunday when the San Francisco 49ers (1-10) visit the Bears (2-9) as small road underdogs.

The 49ers are riding a 10-game losing streak since winning their season opener 28-0 against the Los Angeles Rams, while the Bears could take over as the NFL's second-worst team with a loss.

Point spread: The Bears opened as three-point favorites; the total was 42.5 early in the week, according to sportsbooks monitored by Odds Shark (line updates and matchup report).

Why the 49ers can cover the spread

Now is the time of the season when bettors have to seriously think about teams tanking to put themselves into better draft position. Chicago is one of them, desperate for a new quarterback and several more key players who could help bring the franchise back to greatness.

San Francisco is in a similar spot but has arguably more talent right now than its opponent and has gone 12-4 against the spread in the past 16 meetings. The Bears have also dropped 13 of their last 16 home games straight up and are 4-11 ATS in their previous 15 games at Soldier Field versus teams with losing records, so the 49ers seemingly have an edge there.

Why the Bears can cover the spread

Chicago has twice as many wins as San Francisco and has been more competitive in most of its losses recently, covering three of its last four games. The 49ers have lost nine in a row as underdogs, going 1-7-1 ATS, and they are also 1-7 ATS in their past eight during the month of December.

While the Bears are certainly banged up and down to their third-string quarterback, Matt Barkley is getting more game experience and showed in the second half last week he is capable of making plays in this league. Barkley is fighting for a job next year and could impress the team with a win or two down the stretch, making management consider him as the quarterback of the future.

Smart pick

What more can you say about this matchup other than the fact it is the worst of Week 13 on paper. It is difficult to gauge what each team's true intentions are at this point of the season, especially with coaches trying to save their jobs. San Francisco's Chip Kelly is in a better spot, though, in his first year, with Chicago's John Fox clearly on the hot seat. Look for the 49ers to beat the Bears in a small upset.
