The Browns are not believed to have asked permission to interview him yet, but might decide to do so this week now that he's out of the playoffs.
The Packers would not have to grant permission, because it would be a lateral move.
"
Clements has been with the organization since 2006, when he started as the team's quarterbacks coach. He has been Green Bay's offensive coordinator since 2012, taking over for Joe Philbin.

Weis, Trestman, Koetter Among Browns OC Candidates
Thursday, Jan. 8
With the Cleveland Browns in search of a new offensive coordinator, the list of candidates is expected to include several big-name choices.
According to Jason La Canfora of CBS Sports, one name to keep an eye on is former New England Patriots offensive coordinator Charlie Weis:

The Browns are looking for a new offensive coordinator because they parted ways with Kyle Shanahan on Thursday, as Alex Marvez of Fox Sports reported:
Cleveland is in a delicate spot heading into 2015. It seems Johnny Manziel will enter the year as the starting quarterback, meaning the next offensive coordinator will face the task of helping develop the controversial first-round pick and getting this offense up to snuff.
That's certainly a big undertaking, but it could have advantages because of Manziel's unique skills. There are also good pieces to work with, such as Josh Gordon (if the team keeps him) and two good young running backs, so it is an appealing job for someone in 2015.
