Brock Lesnar: WWE Must Keep Superstar off Television Until SummerSlam
Brock Lesnar has a finite number of WWE appearances on his mammoth contract, and it would be in the best interest of the company to store most of those dates for early-2013 when WrestleMania season rolls around.
In the interest of making sure Lesnar is around for the big show next year, keeping him off television until the SummerSlam pay-per-view in August is the best solution for everyone involved.
Given that Lesnar is likely going to have a match with Triple H on that show—despite what WWE would have you believe—there could be a contingent of fans and creative people who want to put Lesnar on Raw to build the match.

Why?
It's not as if WWE has never built a match with one of the principle players not appearing on television. Triple H did it five years ago at SummerSlam when he wrestled Booker T.
Plus, the addition of Paul Heyman as Lesnar's legal representative will make it much easier for WWE to build the match while keeping Lesnar off television.
There is no one in the wrestling world that understands Brock Lesnar, the person or wrestling character, better than Heyman. He is going to say exactly what he needs to in order to generate the most interest in the match.
Lesnar's value to WWE comes in his ability to draw big on pay-per-view. It has already been established that he isn't going to move television ratings; at this stage of the game, it would almost take a miracle to bump up Raw ratings.
By giving away Lesnar-appearances for free on television, WWE diminishes the uniqueness of him wrestling on a pay-per-view. Why would you want to waste one of the precious few dates you have for him when you can store some dates down the line when you really need them?
SummerSlam can be big if it is done right.
Lesnar not being on television is only going to make the fans want to see him that much more and add buys to the show that would otherwise be lost by having him appear on Raw two or three times before the big summer event.
