Financial terms of the deal were not disclosed.
The 27-year-old receiver signed a two-year deal with Chicago last offseason but was released in March following a disappointing season.
Wheaton had just three receptions for 51 yards in 11 games in 2017. Those numbers were hampered by various ailments: shoulder, appendix, pinkie and groin.
The Bears ultimately decided it was time to cut their losses and part ways this offseason.
A third-round pick out of Oregon State, the 5'11", 185-pound receiver has shown flashes in the past. From 2014 to 2015, Wheaton hauled in 97 catches, 1,393 yards and seven touchdowns. That impressive stretch came during his four-year stint with Ben Roethlisberger and the Pittsburgh Steelers.
However, in the two seasons since that breakout, he has played in a total of 14 games.
Bringing in Wheaton becomes the latest change to the reigning Super Bowl champs' receiving corps. Previously this offseason, they traded veteran Torrey Smith to the Carolina Panthers and added former Pro Bowler Mike Wallace.
If he can stay healthy, Wheaton provides another playmaking option for quarterback Carson Wentz.
