The defending Premier League champions' 2-1 defeat to the Irons was their fifth loss in a miserable opening 10 games to the 2015-16 season, and Mourinho's latest charge simply piles more pressure on the 52-year-old manager.
The Blues and West Ham also face a separate sanction from the FA for failing to control their players in an eventful match, per Sky Sports News HQ:
It was a hot-tempered clash at Upton Park, with Nemanja Matic being sent off just before half-time.
The Serb's dismissal prompted Cesc Fabregas and John Terry to both be issued with yellow cards for complaining to the referee, while assistant first-team coach Silvino Louro was also dismissed for ranting at the fourth official.
Mourinho remained remarkably calm on the sidelines during the incident, but when the teams returned for the second half, he had been sent to the stands.
He reportedly confronted Moss during the break and was subsequently sanctioned, per the Telegraph's Sam Wallace.

The former Real Madrid boss has endured disciplinary sanctions already this season as he was handed a fine and a suspended stadium ban in early October after criticising the officials following his side's 3-1 defeat to Southampton.
Per Reuters' Steve Tongue (via MailOnline), Chelsea will also be forced to pay an automatic £25,000 fine after six of their players picked up yellow cards against West Ham.
After an almost faultless 2014-15 Premier League season in which they won the title at a canter, Chelsea's fortunes have taken a significant downturn in the new term.
