Musgrave had just caught a pass from quarterback Jordan Love and was falling to the field when Jackson came in and hit him directly in the head/neck area as another Broncos player was closing in.
"On the play in question, you delivered a forceful blow to the head/neck area of a defenseless receiver, when you had the time and space to avoid such contact," vice president of football operations Jon Runyan wrote in a letter to Jackson, per ESPN. "You could have made contact with your opponent within the rules, yet you chose not to."
Prior to Sunday's incident, Jackson had racked up four fines worth a total of $89,670 for unnecessary roughness.
He was also ejected in a Week 2 matchup against the Washington Commanders after a hit left tight end Logan Thomas with a concussion. Additionally, he was flagged for unnecessary roughness on a hit that left Las Vegas Raiders wide receiver Jakobi Meyers concussed in Week 1.
Jackson, who began his career with the Houston Texans, is in his fifth season as a starting safety for the Broncos. In seven games this season, the 35-year-old has posted two interceptions, three pass breakups and 42 tackles.
Jackson will miss games against the Kansas City Chiefs and Buffalo Bills. He'll be eligible to return on Nov. 19 against the Minnesota Vikings.
Delarrin Turner-Yell and P.J. Locke could see more playing time in Jackson's absence.
