HBCU Legacy Bowl 2025: Rosters, Top Prospects for College Football Game

The football world is approaching another important scouting milestone on the road to the 2025 NFL Draft.

The fourth annual HBCU Legacy Bowl kicks off Saturday, showcasing a collection of draft-eligible (and draft-hopeful) players from Historically Black Colleges and Universities.

The game gets underway Saturday at 4 p.m. ET from Tulane University's Yulman Stadium with live coverage on NFL Network. After laying out the rosters for both sides, we'll spotlight two of the top prospects in the event.

COLLEGE FOOTBALL: SEP 16 NC Central at UCLA

Joaquin Davis has wasted little time grabbing the attention of scouts this week.

He was an easy standout at the HBCU Combine, where he impressed with both his size (6'4", 192 lbs) and speed (4.43 40-yard dash). Those kinds of physical tools will always turn heads, and it's been no different in New Orleans.

As one NFC South scout told Andscape's Mia Berry, Davis may have "made the most money" at the combine.

Davis still has to prove those tools can play up in a football environment, since his stats were never the loudest at North Carolina Central (31 receptions for 490 yards and four touchdowns this past season). If he looks as good in the game as he did in the combine, though, he'll leave scouts with plenty to think about.

COLLEGE FOOTBALL: DEC 14 Cricket Celebration Bowl South Carolina State vs Jackson State

Irv Mulligan didn't necessarily need a boost this week. Not after he helped lead Jackson State to a 12-2 record while earning Offensive Player of the Year honors in the Southwestern Athletic Conference.

Jackson, who opened his college career at Wofford before spending his final two seasons at Jackson State, was nearly unstoppable for the Tigers. Over the past two seasons, he turned 327 carries into 1,926 yards and 18 touchdowns.

The 5'9", 198-pounder looked the part at the HBCU Combine, too. He showcased his ability as a pass catcher and fluidity as a ball-carrier while also running an official 4.5 40-yard dash.

He excels in tight spaces, using both his strength and quickness to either overpower or elude would-be tacklers. If he shows a bit more breakaway burst, he'll have a chance to hear his name called at the draft.
