European Transfer Window Power Rankings
Following on from last week's rankings, it's time to decide which European clubs are conducting top business across the summer transfer window.
Taking into account every confirmed deal, money spent and received isn't the only criteria judged. The value of each player to both their departing and new team should also be taken into consideration.
Players marked with an asterisk (*) will complete the mentioned transfer on July 1, 2013.
Which teams are getting value for money? Who is squeezing every penny from each sale? Let's take a look.
20. Manchester City

Manuel Pellegrini is ready to build the squad he wants at Manchester City. The signings of Jesus Navas and Fernandinho, as reported by The Telegraph's John Percy, has seen the club hit the £50 million mark with two aging players.
Although City have signed proven quality, it seems the club isn't worried about cost. At 27 and 28 years old respectively, Navas and Fernandinho are no spring chickens. The lofty transfer fees may be scrutinised even further if the players fail to perform in City colours.
As reported by Sky Sports, the £10 million sale of Carlos Tevez also seems rather generous from the boys in blue.
19. Inter Milan

Very little has changed at Inter Milan over the past week. Although Samir Handanovic is linked with a blockbuster move to Barcelona, Football Italia reports there has been no contact between the two teams.
Italy U-21 defender Giulio Donati has been deemed surplus to requirements. Reuters revealed Bayer Leverkusen has snapped up the defender after an impressive showing at the European U-21 championships.
18. Borussia Monchengladbach

Borussia Monchengladbach recently confirmed their third summer signing in the shape of Brazilian midfield Raffael, as reported by the official Bundesliga website. The 28-year old spent last season on loan at Schalke and joins Max Kruse as the club's second permanent signing of the window. Christoph Kramer has also also arrived on a season-long loan from Leverkusen to bolster Lucien Favre's midfield options.
The signing of Kruse should excite Monchengladbach fans, especially after his 11 goals and eight assists for Freiburg last season. Smart moves all around for the German club.
17. Bayern Munich

Pep Guardiola is officially in the Bayern Munich hotseat, but last season's treble winners have slowed business considerably. Mario Gotze's transfer was confirmed in April by Sky Sports, while Jan Kirchhoff's free transfer is rather less glamorous.
With Petersen and Tymoshchuk shifted, BBC Sport revealed 20-year-old Dale Jennings has also left the club.
16. Bayer Leverkusen

Bayer Leverkusen's excellent 2012/13 season only means one thing: the club is bound to lose its biggest stars. Plenty of individuals have departed, including Spanish right-back Daniel Carvajal, whose return to Real Madrid was confirmed on the club's official website.
Sami Hyypia has worked quickly to ensure Leverkusen replace quality with quality. As reported by The Guardian, the signing of Son Heung-Min is looking more important now that Andre Schurrle's move to Chelsea has been confirmed, as does the signing of Donati, now that Carvajal has moved on.
15. Atletico Madrid

Atletico Madrid's transfer business has gone quiet over the past week. Sky Sports reports want-away Sevilla striker Alvaro Negredo could arrive at the club, while ESPN believes Burak Yilmaz could be brought in to replace Radamel Falcao.
Diego Simeone's confirmed signings should be applauded so far. It'll be hugely interesting to see how Atletico progress as the summer moves along.
14. Real Betis

Pepe Mel continues to tinker with his Real Betis squad.
As confirmed on Sky Sports, the acquisition of experienced Joan Verdu from Espanyol is a great addition for the club. Unfortunately for the La Liga side, influential midfielder Benat is heading back to Athletic Bilbao, according to Sky Sports.
13. Barcelona

Neymar's recent performances in the Confederations Cup suggest his stock is continuing to rise. Tito Vilanova will be pleased to have captured the 21-year-old before his tournament showings with Brazil, as Santos would have undoubtedly requested more money for his services.
As each day progresses, it seems more and more likely the Camp Nou is looking at its next world-beater. As indicated on ESPN, Barca fans have very little to worry about, even if Dutch legend Johan Cruyff believes the Catalans should consider selling Lionel Messi.
12. Benfica

Despite Sky Sports claiming Chelsea secured the ownership of Lazar Markovic, Benfica quickly confirmed the Serbian international has agreed to a deal at the Estadio da Luz (as reported by FIFA).
The 2012/13 Liga Sagres runners-up have strengthened across the board and will need to continue securing decent deals if they are to compete with a money-fueled Porto side.
11. Norwich City

Ricky van Wolfswinkel's decision to join Premier League strugglers Norwich may have surprised a few. The former Sporting Lisbon forward has no get-out clause at Carrow Road, according to The Independent.
Chris Hughton is obviously on the prowl for real talent. Goal reports PSV Eindhoven forward Ola Toivonen is considering joining the Canaries and could be set to partner with Ricky van Wolfswinkel in attack.
Plenty to get excited about so far, especially as Hughton is cutting loose squad members who are no longer needed.
10. Sunderland

Paolo Di Canio has worked avidly in the transfer market and continues to secure decent talent for the Black Cats. Even so, Sunderland drop one place this week after allowing Simon Mignolet to join Liverpool for a fee in excess of £9 million, according to Sky Sports.
The Belgian keeper had a fantastic 2012/13 season. Although Di Canio has plenty of time to replace his key player, he'll do well to land a shot stopper of Mignolet's talent at the age of 24.
9. Chelsea

A jolt up the rankings for Chelsea this week, mainly because the Blues finally secured Andre Schurrle's signing from Bayer Leverkusen. The Guardian reports Schurrle is confident of winning trophies at Stamford Bridge and is ready to make a good impression on his new club.
Will Jose add to his enormous Chelsea squad with more signings?
8. Napoli

Transfers Out: None
Rafa Benitez is probably bracing himself for the loss of Edinson Cavani, despite FOX Sports' report that the new manager wants his star forward to remain at the club. Whether Cavani moves or stays, versatile Belgian attacker Dries Mertens will link up with the 2012/13 Serie A runners-up.
Goal confirmed Mertens will join the Italian team in a deal worth £9.5 million; tremendous value on the current market.
7. Stuttgart

No further activity on the Stuttgart side of things across the past week. As B/R's Tom Sunderland pointed out in the last set of rankings, a total of eight signings is really shaking things up at the German club.
The likes of Mohammed Abdellaoue and Moritz Leitner add real quality to a squad that is looking to build on last season's twelfth-placed finish in the Bundesliga. Bruno Labbadia will want to get Stuttgart back in the Champions League, so don't rule out more signings in the coming weeks.
6. Fulham

Martin Jol has bought excellently and gotten rid of Fulham's deadwood. Although Mladen Petric only remained at Craven Cottage for one season, the Dutch manager wasn't afraid to call time on an underwhelming spell for the Croatian forward.
The London club has become comfortable in the Premier League, a realisation that is extremely dangerous. If Fulham are to push away from relegation trouble, Jol will need to continue bringing in established talent.
5. Monaco

Mo' money mo' problems, right? Monaco's ridiculous spending run has halted recently, but the double-capture of James Rodriguez and Joao Moutinho from Porto (as reported by Yahoo! Eurosport), alongside the £50 million signing of Radamel Falcao (as confirmed by The Daily Mail) is truly staggering.
Expect more high-profile transfers soon.
4. Aston Villa

Paul Lambert has added one new signing to his recent slew of transfers across the past week. The Telegraph revealed Nicklas Helenius has joined from Aalborg and is set to add his 6'5" presence to an attack that already includes the powerful Christian Benteke.
Can Villa hold onto their star man? Lambert's decision to invest in youth could really pay off if the Belgian stays.
3. Porto

Perhaps Porto's most significant signing has come off the pitch. Paulo Fonseca enjoyed a fantastic 2012/13 season with Pacos Ferreira and was rewarded with one of Portuguese football's top jobs, as reported by Yahoo! Eurosport.
Fonseca may have lost two of his best players in Rodriguez and Moutinho, but his squad is beginning to come together with a handful of signings. Porto prioritise the generation of profits and will be looking to unearth future stars who could be sold for a huge fee.
If Hulk, Falcao, Rodriguez and Moutinho are anything to go by, the club is likely to hunt down even more excellent talent in the coming weeks.
2. Liverpool

So far, Liverpool's summer has been defined by a certain striker who is destined to leave. Brendan Rodgers has taken the focus away from Luis Suarez with a handful of deals across the past week.
BBC Sport confirmed the signing of Celta Vigo forward Iago Aspas, while Sevilla striker Luis Alberto also makes his way to Anfield, as reported by Sky Sports. Belgian keeper Simon Mignolet will also join Rodgers' squad and looks to push Pepe Reina away from the number one spot with a successful run in the team.
It's important to judge Liverpool's dealings with the notion that Suarez remains at the club. Right now, Rodgers has strengthened a young and improving squad with exciting talent.

Juventus' £10 million capture of Carlos Tevez is an absolute bargain for the Serie A champions. Although The Daily Mail confirmed Fernando Llorente's free transfer in January, the Spanish forward moves to the club this summer. Alongside the €4.8 million permanent deal for Federico Peluso (as reported by Goal), the Turin-based team has pressed on with some amazing business this year.
It's extremely difficult to decipher exactly who else Juventus owns at this point. Goal reports Ciro Immobile and Richmond Boakye are now part-owned by the Old Lady, but exact details are hard to judge. Both players could possess an amazing future with the club.
