The links course was challenging as bad weather hit the action, but the overall standard remained good from the strong field.
Three birdies and two bogies gave Poulter a satisfactory effort, and the former Ryder Cup hero once again was economical on the greens.
Dodt and Shinkwin were Poulter's equals, completing their third rounds on 71 and 72, respectively.
Shinkwin had also shared the lead after Friday's action, and his morale will be high going into the final round.
The European Tour highlighted Poulter with his putter in hand:
American pair Rickie Fowler and Matt Kuchar remain with an outside chance of glory after their third rounds.
Fowler struggled with the conditions as he carded three bogies, but he remains only four shots off the overall lead.
Kuchar landed birdies on No. 9 and 11, but he battled the wind and the rain to complete a round of 73.
Andy Sullivan's round of 67 saw him storm up the leaderboard during Saturday, and he now resides in fourth.

Six birdies and an eagle gave the golfer a formidable position as he bettered many of his competition in Scotland.
All eyes will remain on Poulter in the final round, and his return to top-class action has been surprising and commendable.
Poulter has worked incredibly hard on his game in recent months, and he now appears ready to attack the forthcoming British Open.
