Shane and Stephanie McMahon gave Zayn an opportunity to insert himself into the title picture if he could defeat the reigning champion on Raw, and Zayn hit a Helluva Kick for the pinfall victory.
The intercontinental title picture has been compelling for the last month.
Zack Ryder won the title at WrestleMania 32 in a seven-man ladder match, only to lose it to Miz the next night on Raw. Miz defeated Ryder in a rematch on SmackDown and eventually defeated Cesaro at WWE Payback on May 1.
Owens has yet to be defeated for the IC belt but has never gotten a rematch for it. Instead, he's faced Cesaro twice with No. 1 contender implications on the line and defeated Zayn at Payback in a one-on-one match.
There's no direction with the intercontinental title, and that's been clear since WrestleMania. Owens wasn't pinned, nor did he tap out to lose the title, meaning he should've been entitled to a rematch long ago.
The same situation that happened at WrestleMania could happen in two weeks at Extreme Rules. Miz doesn't need to be pinned to lose the title. WWE could go with Zayn or Cesaro to win the title, but then Miz would be entitled to a rematch, as would Owens. Owens could win and continue his feud with Zayn, but that would keep Miz out of the picture.
What was once a simple plan has turned into a complex mess, leaving any result at Extreme Rules bound to be unfavorable.
