Bob Nightengale of USA Today reported that Holland's market "plummeted" after early talks with the Colorado Rockies broke down.
After missing all of 2016 due to Tommy John surgery, Holland joined the Rockies for the 2017 season.
As Colorado's closer, Holland went 3-6 with a 3.61 ERA, 1.15 WHIP and 70 strikeouts in 57.1 innings pitched.
Holland also led the National League in saves with 41 and was named an All-Star for the third time in his career.
The Cardinals' decision to sign Holland came after closer Luke Gregerson was placed on the 10-day disabled list to start the season due to a hamstring strain.
St. Louis has not named a replacement for Gregerson, but Tyler Lyons, Dominic Leone, Brett Cecil and Bud Norris could all be in the mix for saves until Holland is ready to join the 25-man roster.
