Davis Webb to California: Latest Transfer Details, Comments, Reaction
Former Texas Tech quarterback Davis Webb told Travis Haney and Jake Trotter of ESPN.com on Wednesday that he will be transferring to California.
Webb appeared in 23 career games with Texas Tech, throwing for 5,557 yards, 46 touchdowns and 22 interceptions.
He'll be able to play this fall because he is a graduate transfer. He will be in the running to replace Jared Goff under center at Cal. The Los Angeles Rams took Goff No. 1 overall in this year's draft.

Senior Zach Kline is the only upperclassman quarterback currently listed on Cal's roster and could be Webb's biggest threat to the starting job.
According to Haney and Trotter, Webb had originally committed to play at the University of Colorado in January, but it was "nonbinding" because he was still enrolled at Texas Tech for the spring semester.
When Cal hired Jake Spavital, an apostle of former Texas Tech coach Mike Leach's offensive coaching style, as the new offensive coordinator in February, Webb began to have a "change of heart," sources told Haney and Trotter.
Webb is a pro-style passer who doesn't meander from the pocket much, which means he could flourish in his final collegiate season in Spavital's "drop back and fire" system.
It could also help his draft hopes, which are already high after ESPN's Mel Kiper Jr. ranked him as the No. 1 senior quarterback prospect for the 2017 draft.
If he can assimilate to Cal's system quickly, then the Golden Bears could be in good shape as they try to continue a turnaround that saw them go from 1-11 in 2013 to 8-5 with an Armed Forces Bowl win last year.
