United set up to defend at Arsenal with little thought to attack, and manager Jose Mourinho paid the price after a second-half collapse.
After a first half of little content, the Gunners scored twice in quick succession as Granit Xhaka's deflected effort and Welbeck's header made it 2-0.
Mourinho rotated his options ahead of the UEFA Europa League semi-final, resting Paul Pogba, Marcus Rashford and Jesse Lingard, giving Axel Tuanzebe his first outing in defence.
Arsenal were comfortable on the front foot, but United rarely threatened, clearly preoccupied with their European encounter to come at the Theatre of Dreams on Thursday.
Adam Crafton of the Daily Mail highlighted United's issues:
Liverpool appeared a team devoid of ideas as they limped to a goalless draw against the Saints on Merseyside.
Manager Jurgen Klopp mirrored his players in the technical area, pensive—as his team played with weight on their shoulders.
The Reds gave one of their least inspiring attacking performances of the campaign, with keeper Fraser Forster untested in the first half.

The England stopper was called into action shortly after the hour mark as he saved a penalty from James Milner.
The versatile midfielder, who has been clinical from the spot this season, lashed his shot towards the bottom corner, but Forster made a fine save.
The chance to score was Liverpool's best of the match, and there was a subdued atmosphere in the stadium as the referee blew his whistle for full-time.
Bleacher Report UK's James McNicholas passed comment on Liverpool's recent form:
United's chase for a top-four finish is nearly over, and Liverpool can breathe easier after yet another poor display.
Arsenal were not at their best at the Emirates, but they had more than enough in the tank to put United to the sword in a strange affair.
The defeat ends United's run of 25 games unbeaten in all competitions.
