NCAA Committee Proposes 'Significant Penalties' Related to CFB Transfer Portal Rules

The NCAA football oversight committee is looking to penalize schools that add transfers who left their previous schools outside of the established portal window.

Chris Vannini of The Athletic shared the committee's proposal Wednesday and noted it called for penalties of a 20 percent fine of a program's football budget, a loss of five roster spots, and essentially a six-game suspension for the head coach to participate in any football or administrative duties.

"If approved at the Division I cabinet meeting in April, the legislation would become effective immediately," the proposal read.

It should be noted players are allowed to transfer to other schools outside of the established window, but they can only enter the portal during that window. Players could decide to leave their previous program during the transfer portal window and delay choosing a new school until after that window closes.

In such a case, their new school would not be punished.

"We felt this was appropriate to place an emphasis on this rule with where we are in Division I football," Buffalo athletics director and chair of the oversight committee Mark Alnutt said.

"We have a window for student-athletes to notify their school when they would like to enter the Transfer Portal. If there is movement without going through the process as it is legislated, the committee felt there needed to be significant penalties."

The 2026 college football transfer portal window ran from Jan. 2-16, which marked a significant change from previous years.

This was the first offseason there was only one transfer portal window, as previous years had one in the winter and one in the spring. While that gave players less time to decide whether they would enter the portal and also prevented them from using spring practice as a way to gauge their status on the roster, it streamlined the process to an extent.

Yet it also happened as the College Football Playoff was still going on, leaving those coaches and teams with even more to juggle as they prepared for a potential championship run.

More than 10,000 college football players across all divisions entered the transfer portal this offseason.
