Arsenal Transfer News: Paulo Dybala Deal Expected, Latest Sami Khedira Rumours
Arsenal have launched a £30 million bid for Palermo striker Paulo Dybala after receiving the "green light" to sign the player, according to Jamie Sanderson of Metro.
This potentially significant development is aided by Rosanero president Maurizio Zamparini—who continues to prove happy to speak about Dybala's future in public—admitting he is in negotiations with Premier League and Ligue 1 clubs.
David Amoyal, writer on behalf of Sky Italia's Gianluca Di Marzio, reported comments provided by Zamparini to the aforementioned television company:

"The major clubs in Europe contacted me, I'm speaking directly to the presidents of the teams interested in England and France. There is a lot of interest, the player is very good and we'll try to find an agreement with the agent, the family and everyone to make sure we do what is best for them as well as Palermo which made him grow.
"

It is Sanderson's assertion that Arsenal have already offered concrete cash for the player, who has scored 12 goals in 23 Serie A matches this season, per WhoScored.com. Dybala is a creative force who can work with little space, making him an excellent candidate to improve Arsene Wenger's side.
Bundesliga specialist Clark Whitney also commented on suggestions Borussia Dortmund are interested:
Dybala's transfer would rank among the most expensive of the summer. B/R UK's Ryan Bailey and Matteo Bonetti recently discussed the potential deal among others:
Staying in Germany, SportBild suggests the Gunners are losing interest in Real Madrid's Sami Khedira. Norwegian journalist Jan Aage Fjortoft provided the lowdown:
SportBild also reports Liverpool are "lining up" a move for the midfielder, possibly "as a replacement for Steven Gerrard," according to Peter Guy of the Liverpool Echo.

Khedira's recent injury problems most likely mark him as too much of a risk for Arsenal. He has made just four starts in all competitions since the 2014 World Cup, per WhoScored, and would likely add to an already hefty list of Arsenal injury problems.
As highlighted by Jeremy Wilson of The Telegraph, Arsenal suffered "312 significant injuries which led to the player being out for 10 days or more" between 2003-14. Continued problems with players including Aaron Ramsey, Jack Wilshere and Mathieu Debuchy have failed to buck the trend this season.
Although Khedira is a quality player, it's likely Arsenal's funds will be better asserted elsewhere. The German would likely demand considerable wages, meaning the Gunners could lose ground in the race for other players.
If the Dybala bid proves to be true, it's likely the third-place side is going to need all the cash it can muster.
