Nasri's current wages at the Emirates are £90,000 per week, and it has been rumored that he would have moved simply because he wants a pay raise.
At Manchester United, he would have gotten a bit more than he currently has, but at Manchester City, he may even double that salary.
Though Nasri publicly said that money wasn't why he would leave Arsenal, you can't be too sure, as Manchester City is one of the richest clubs in the world.
Also at Manchester City (and United as well), the probability of them winning a title is much higher than that of Arsenal, who haven't won a trophy since 2005.
The deal is likely to go through, as Nasri wants to leave, Manchester City want star power and Arsenal aren't opposed to the transfer. Also, the Blues will pay any kinds of money for superstars, so £25 million probably won't be a huge problem for them.
