The Ideal MWC-CUSA Alliance: If I Could Hypnotize the Commissioners

Conferences USA (yes, plural) would become the brand of the overall alliance since it applies as well as it does; Mountain West would become Conference West and the current CUSA would become Conference East. The conferences would remain independent from each other in some ways and for some sports, but would cooperate on TV and other areas where it would be advantageous.
Some tweaking would get done to round each conference into 12 teams in a fairly geographically-balanced map; one plausible option might be that Conference West adds Utah State (from WAC per earlier invite) and UTEP (from CUSA), while TCU (from MWC) moves to Conference East.
Critical Point: Both geographical and competition-level considerations dictate a given team's division and schedule from year to year
Geographical: Each school is assigned to a four-team geographically-based "rivalry block" of schools that play each other every season (e.g., Marshall would play ECU, UAB, and UCF each season)
Competiton: Based on the average of their previous two-year BCS calculation, each school is assigned after the conclusion of a given season to compete the following year in either the Gold or Silver division in their respective conference (commonly known as "promotion and relegation," or a European Soccer structure)—thus, the best two teams from each of three blocks (six total) play the following season in the Gold, while the others play in the Silver.
Bottom Line on Regular Season: In each season then, Team X will play:
