Burnley announced Flanagan's season-long loan on Friday.
Flanagan has spent his entire career with the Reds and enjoyed a breakout year in the 2013-14 season, making 23 Premier League appearances for Liverpool.

He was rewarded for his impressive form with his England debut at the end of the season, though he did not make Roy Hodgson's final squad for the 2014 FIFA World Cup.
The 23-year-old's career then took an unfortunate turn for the worse when he suffered a serious knee injury that kept him out of action for the entirety of the following season.
He's played just eight senior matches since then after returning to fitness last season and has made only 50 appearances for Liverpool thus far.
However, the Reds handed him a new long-term deal in March, signalling their intention to keep him.
With Nathaniel Clyne ahead of him at Anfield, his opportunities to rack up the minutes he needs on the pitch would have been somewhat limited, so a loan deal will allow him to work his way back to form and reignite his career.
If he can put in the performances that earned him his England cap, Burnley and Liverpool will reap the rewards.
