Seventeen-year-old Al-Bacha, playing as France, scored in the 89th minute and in stoppage time to overhaul a 5-3 aggregate deficit and win the world title on away goals.
He was presented with the trophy by Spain's 2010 FIFA World Cup winner David Villa at the Apollo Theater in New York City.
Al-Bacha's dramatic comeback (see the final few moments below) also earns him $20,000 and an invitation to next year's Ballon d'Or ceremony in Zurich.
He told FIFA.com: "To win the competition is beyond words for me. For the last few months I have really worked on my performance and was totally committed to playing the best I could here in New York.
"Being presented with the winner’s trophy by David Villa is amazing and I can’t quite believe this is reality yet."
Villa, meanwhile, was impressed by the quality on display.
"It’s been a real eye opener for me to see the level of competition here," the 34-year-old New York City FC striker said. "The professionalism and mental strength in the final was just like in a real World Cup Final."
"I played a few of the competitors myself but I’m nowhere near their level. Congratulations to Mohamad Al-Bacha. He played a great match this evening and showed a real passion for football."
