Oregon fell into an early 20-6 deficit after allowing Northwestern to score on each of their first four drives.
Raiola responded in the second quarter by finding Dakorien Moore for a short touchdown pass to cut the disadvantage to seven points.
The Ducks' opening possession of the second half ended when Northwestern's Braydon Brus recovered a fumble lost by Moore.
Oregon's defense forced Northwestern to punt on their final drive of the third quarter before Raiola made a 17-yard touchdown pass to Jamari Johnson to give the Ducks their first lead of the game.
Moore added to that lead by running in a 75-yard touchdown on the first play of the Ducks' next drive.
Oregon's defense closed out the win as Northwestern's final two offensive drives ended in a missed 42-yard field goal attempt and a three-and-out.
Raiola is eligible to declare for the 2027 NFL draft, but he could hope to succeed Moore as Oregon's full-time starter and delay his entry until 2028. He was not listed on Bleacher Report's most recent 2027 NFL draft big board.
Moore suffered his season-ending concussion in a Sept. 26 matchup against USC.
Raiola has recorded an up-and-down season since that date. He was benched in his first start of the season against UCLA, then stepped in for Brock Thomas to throw a game-winning touchdown against Nebraska.
This marks Raiola's second straight start after also getting the nod last week against Illinois. He could face his biggest test of the season so far at No. 2 Ohio State next Saturday.
