Manchester City Reportedly Found Guilty on 114 Charges Relating to Financial Breaches

Manchester City has been found guilty on 114 of 115 charges related to breaches of Premier League financial regulations.

The Athletic's David Ornstein reported the outcome of the Premier League's investigation, adding sanctions against Man City have not yet been decided and the club is expected to appeal the decision.

A Manchester City spokesperson issued a statement to Ornstein:

"The Premier League process remains ongoing, with significant elements to be completed, and subject to strict confidentiality. As such Manchester City FC's position remains consistent with the club's statement of February 2023. The club has diligently respected due process for eight years on the basis the Premier League board and executive would behave as an independent, impartial and fair minded regulator, free from partisan influence."

The Premier League brought 115 charges against Manchester City in February 2023 stemming from allegedly breaking financial rules during a period of nine seasons from 2009-10 to 2017-18.

Manchester City issued a statement at the time, saying: "Manchester City FC is surprised by the issuing of these alleged breaches of the Premier League Rules, particularly given the extensive engagement and vast amount of detailed materials that the EPL has been provided with.

"The Club welcomes the review of this matter by an independent Commission, to impartially consider the comprehensive body of irrefutable evidence that exists in support of its position. As such we look forward to this matter being put to rest once and for all."

The accusations from the Premier League against City included failing to provide accurate financial information and details of payments to players and coaches, breaches of UEFA's financial fair play regulations and the league's own profitability and sustainability rules.

An independent three-person commission concluded its hearing into the 115 charges against the club in December 2024.

Premier League CEO Richard Masters told reporters before the start of the 2026-27 season that a verdict from the commission was taking "longer than anyone expected," but the "one available outcome" was to "allow the process to reach its natural conclusion."

City won three Premier League titles during the period in which it was accused of breaking financial rules.
