The Three Lions struggled to find a breakthrough in the first 45 minutes.
Panama held its own defensively, but Marcus Rashford and Bukayo Saka were also wasteful with the chances they created. Harry Kane was barely a threat inside the penalty area in the first 45 minutes.
England's stars came to life in the second half, though, as Bellingham and Kane scored five minutes apart from each other.
Bellingham got his left foot on a corner while he wrestled with a Panamanian defender.
The Real Madrid man's shot scooted into the left side of the net to give England a one-goal lead.
Kane followed up five minutes later with a headed goal. The goal made Kane England's top all-time scorer at the men's World Cup with 11 tallies.
England's round-of-32 opponent will be finalized on Saturday night. It will play a third-place team, which most likely will be Senegal.
Croatia finished as the Group L runner-up and will play the Group K runner-up, either Portugal or Colombia, in the round of 32. Ghana qualified as one of the eight-best third-place sides.
