The Three Lions came close late in the second half, when Nico O'Reilly hit the post and Harry Kane sent a shot high over the bar.
Ghana goalkeeper Benjamin Asare made just three saves behind a defense that held firm against England's star-studded attack.
Kane, Bukayo Saka, Elliott Anderson, Declan Rice and Noni Madueke all recorded multiple shots for England. Few of those shots went on target and none of them beat Asara.
Ghana had a penalty shout earlier in the second half, when Prince Adu collided with England goalkeeper Jordan Pickford. The move was eventually ruled for offside.
A few minutes later, Ghana had a few chances to find the back of the net from close range.
The draw means England and Ghana will play for first place in Group L on Saturday.
