1 Free Agent Still on the Market Who Can Help Each NFL Team in 2025

The NFL offseason doesn't truly slow down until after the draft, but we've reached a quieter stage of free agency. Most of the top 2025 free agents have already found homes for the coming season, and much of the league's focus has shifted to pro days and the pre-draft process.

This doesn't mean, however, that teams must wait until April 24 to improve their rosters. Several starting-caliber players, and even more quality role players, are still available and ready to help teams in 2025.

With this in mind, let's take a division-by-division look at teams' biggest remaining needs and available free agents who could help address them. Potential starters, capable backups and a few familiar faces will make the list, with pairings based on factors like past production, player upside, positional value and roster makeup heading into this month's draft.

S Justin Simmons

Buffalo Bills: CB Rasul Douglas

The Buffalo Bills have just $6 million in cap space remaining and will likely need to consider relative bargains at this point in free agency. 2024 starter Rasul Douglas might qualify after a down year (122.0 opposing QB rating).

Douglas knows the defense and is a legitimate playmaker when at his best (14 INTs between 2021 and 2023). He'll turn 30 in August but could give Buffalo some much-needed veteran insurance ahead of the draft.

Miami Dolphins: S Justin Simmons

Despite missing the playoffs in 2024, the Miami Dolphins should be back in the postseason mix this season if Tua Tagovailoa can stay healthy. Miami should be interested in players who can help the team win right away.

Safety Justin Simmons would certainly fit the profile. Though he'll turn 32 in November, he's still playing at a high level and allowed an opposing passer rating of just 81.9 last season.

The Dolphins lost safety Jevon Holland in free agency, and while they added Ashtyn Davis, they could find room for Simmons in their secondary rotation.

New England Patriots: CB Asante Samuel Jr.

The New England Patriots lead the league with $68.7 million in cap space and can afford to chase the biggest names available. Asante Samuel Jr. is among that group, even if he carries injury concerns.

Samuel dealt with stinger issues that limited him to four games in 2024. He was "feeling better" in January, however, according to The Athletic's Daniel Popper.

Only 25 years old and with 37 passes defended on his resume, Samuel should be worth a flier in New England. He could be a long-term contributor and would be a fine addition to a cornerback room that now includes Christian Gonzalez and Carlton Davis.

New York Jets: OT George Fant

The New York Jets may look to solidify their right tackle spot in the draft—the Bleacher Report Scouting Department paired them with Missouri's Armand Membou in its latest mock draft. After losing 2024 starter Morgan Moses in free agency, adding a bit of veteran insurance couldn't hurt.

George Fant appeared in only two games for the Seattle Seahawks in 2024, but he started 13 games for the Houston Texans the previous year. He also has experience in New York, having spent the 2020, 2021 and 2022 seasons with the Jets.

Edge Za'Darius Smith

Indianapolis Colts: Edge Za'Darius Smith

The Indianapolis Colts added cornerback Charvarius Ward and safety Camryn Bynum to the back end of their defense early in free agency. However, they could use a little more help on the edge after losing Dayo Odeyingbo to the Chicago Bears.

Za'Darius Smith is one of the top edge-rushers still available and would be an immediate contributor in Indy. Though the Detroit Lions released him early in the offseason, he performed well in his half-season with the club. In eight games with the Lions, he tallied four sacks, three tackles for loss and 10 quarterback hits.

Houston Texans: G Brandon Scherff

The Houston Texans are in the process of reloading their offensive line. Laremy Tunsil and Kenyon Green were both traded, and Houston added the likes of Laken Tomlinson, Ed Ingram and Cam Robinson.

The Texans could afford to add even more depth to their line after surrendering 54 sacks in 2024. Brandon Scherff is a five-time Pro Bowler who started all 17 games for the Jacksonville Jaguars last season.

Jacksonville Jaguars: CB Kendall Fuller

The Jacksonville Jaguars ranked dead-last in both passing yards allowed and net yards per pass attempt allowed last season. Even after landing Jourdan Lewis in free agency, they could use cornerback help.

Kendall Fuller was released by the Dolphins after only one season in Miami. Concussions limited him to 11 games last season, but he was a mostly reliable starter when healthy.

Pro Football Focus graded Fuller 75th among 222 cornerbacks for the 2024 season.

Tennessee Titans: OT Jedrick Wills Jr.

It appears more likely than not that the Tennessee Titans will use the first overall pick in this month's draft on Miami quarterback Cam Ward. Protecting its new franchise quarterback should be Tennessee's top priority.

To that end, the Titans inked Dan Moore Jr. to a four-year, $82 million deal in free agency. While Moore should immediately slot in at left tackle, Tennessee could stand to throw another proverbial dart at the position.

Jedrick Wills Jr. never became a reliable left tackle for the Cleveland Browns, and he battled knee injuries over the past two seasons. However, he's still a 25-year-old former first-round pick who has played under Titans offensive line coach Bill Callahan.

Baltimore Ravens: Edge Von Miller

Though the Baltimore Ravens defense showed life late in the 2024 season, it still ranked just 31st in passing yards allowed for the season. Adding another pass-rusher to complement Kyle Van Noy and Odafe Oweh would make sense, and the Ravens are one of the few teams that would make sense for the 36-year-old Von Miller.

Baltimore is obviously open to adding older players to help chase a championship in 2025—it added 32-year-old receiver DeAndre Hopkins early in free agency—and Miller could be an asset. He logged six sacks while playing just 33 percent of the defensive snaps in Buffalo last season.

Cincinnati Bengals: CB Stephon Gilmore

After ranking 21st in passing yards allowed, 25th in total yards allowed and 25th in points allowed, the Cincinnati Bengals decided to shake things up defensively this offseason.

Defensive coordinator Lou Anarumo was fired and replaced by Al Golden. Cincinnati also added defensive lineman T.J. Slaton and linebacker Oren Burks. However, the Bengals have done nothing to improve their cornerback room.

Stephon Gilmore will turn 35 in September but could help with the Bengals' defensive transition this season. He started 15 games for the Minnesota Vikings in 2024 and would, presumably, prefer to land with another playoff-caliber team this year.

Cleveland Browns: RB Nick Chubb

One could make an argument for Joe Flacco here, as the Browns don't have a clear-cut starter at quarterback yet. However, bringing back running back Nick Chubb might be the best free-agent move Cleveland can still make.

Injuries have cost Chubb most of the past two seasons, but he's a fan favorite and has been the face of the Browns offense when healthy. With no other team targeting Chubb through nearly a month of free agency, the Browns may have a chance to re-sign him at a team-friendly price.

"I think they wanted to give him the chance to see what he could get on the open market before accepting what will likely be a modest offer from the Browns," Mary Kay Cabot of Cleveland.com wrote.

Pittsburgh Steelers: QB Aaron Rodgers

Aaron Rodgers has already visited with the Pittsburgh Steelers this offseason. While he hasn't put pen to paper yet, if feels like the 41-year-old's options for 2025 may be Pittsburgh or retirement.

Rodgers may also represent the Steelers' last, best chance to add a starter outside of the draft—or, possibly, a post-draft Kirk Cousins trade. Rodgers was decidedly average for the Jets in 2024, but Russell Wilson wasn't even that late in 2024, and Pittsburgh still managed to reach the postseason.

RB J.K. Dobbins

Denver Broncos: RB J.K. Dobbins

Aside from Rodgers and the Steelers, this might be the most obvious pairing of late free agency.

The Denver Broncos need a consistent rushing attack to help support second-year quarterback Bo Nix. J.K. Dobbins rushed for 905 yards and 4.6 yards per carry for the rival Los Angeles Chargers in 2024. While his lengthy injury history is concerning, Dobbins' combination of physicality and breakaway ability would make him a fine complement to Jaleel McLaughlin.

Kansas City Chiefs: DT Raekwon Davis

The Kansas City Chiefs re-signed Charles Omenihu and still have Chris Jones playing at a high level. However, they could afford to field a deeper defensive-line rotation and don't have a ton of remaining options at this point in free agency.

Kansas City could, however, add a valuable rotational player by signing Raekwon Davis, who was released by the Colts this offseason.

Davis appeared in all 34 games for the Colts and Dolphins over the past two seasons and tallied 43 tackles, 21 solo stops and three tackles for loss during that span. Still only 27 years old, he has 80 games and 48 starts on his resume.

Las Vegas Raiders: CB Mike Hilton

The Las Vegas Raiders lost slot cornerback Nate Hobbs to the Green Bay Packers in free agency. Even after adding former Packers corner Eric Stokes, the Raiders should be interested in adding more cornerback depth.

Mike Hilton would be a strong fit for Las Vegas because of his inside-outside versatility. A capable cover man who isn't afraid to mix it up near the line of scrimmage, Hilton was graded 23rd overall among cornerbacks by Pro Football Focus for the 2024 season.

Los Angeles Chargers: WR Keenan Allen

The Los Angeles Chargers have already brought back wide receiver Mike Williams this offseason, and re-signing Keenan Allen would be a logical next step.

"Oh yeah, anything’s possible. That would be cool," head coach Jim Harbaugh said of the possibility, per The Athletic's Daniel Popper.

The Chargers offense suffered from a lack of reliable receiver depth last season, and Allen is still a largely dependable target. While he had just 744 receiving yards with the Chicago Bears last season, he also caught 70 passes and found the end zone seven times.

WR Tyler Lockett

Dallas Cowboys: WR Tyler Lockett

The Dallas Cowboys have their No. 1 receiver in CeeDee Lamb, but they still lack a quality second option—adding Parris Campbell in free agency didn't solve the problem.

Tyler Lockett, who was released by the Seattle Seahawks this offseason, should be a top target for Dallas ahead of the draft. The 32-year-old caught 49 passes for 600 yards as Seattle's third receiver last season and has experience playing under new head coach Brian Schottenheimer.

New York Giants: G Will Hernandez

It seems that the New York Giants are banking on 36-year-old quarterback Russell Wilson to make them relevant in 2025. That plan may work, but New York will have to protect Wilson to pull it off.

The Giants added a quality swing tackle in free agency by signing James Hudson. However, they could use additional depth on the interior and should consider bringing back a familiar face in Will Hernandez.

Hernandez appeared in only five games for the Cardinals last season because of a knee injury, but he was playing well before the injury occurred. Pro Football Focus graded him 22nd among all qualifying guards in pass protection in 2024.

Philadelphia Eagles: S Julian Blackmon

The Philadelphia Eagles traded safety C.J. Gardner-Johnson this offseason and should look to backfill the safety position either before or during the draft.

If the Eagles opt for the veteran route, Julian Blackmon would be a strong option. He's a seasoned veteran who could bring some positional versatility to Vic Fangio's defense. The converted cornerback started 62 games in five seasons with the Colts and will only turn 27 in August.

Washington Commanders: Edge DeMarcus Walker

The Washington Commanders lost pass-rusher Dante Fowler Jr. to the Cowboys in free agency. While Washington added Jacob Martin and Deatrich Wise to help replace Fowler, it could stand to bring in another pass-rusher.

Adding Martin's former Chicago Bears teammate DeMarcus Walker would be a sound move. Walker logged 3.5 sacks and 23 quarterback pressures while starting all 17 games for the Bears last season.

LB Kyzir White

Atlanta Falcons: C Nick Harris

The Atlanta Falcons lost starting center Drew Dalman in free agency and are short on options for replacing him. Taking a flier on 26-year-old center Nick Harris would be very sensible.

Harris suffered a season-ending fibula fracture in October and also suffered a season-ending knee injury in 2022. However, he's appeared in 45 games with six starts in his career and would give Atlanta a strong depth option ahead of the draft.

Carolina Panthers: WR Tyler Boyd

Quarterback Bryce Young appeared to finally turn a corner late last season, and it would behoove the Carolina Panthers to continue improving his supporting cast.

While Carolina may target a receiver early in the draft—the B/R Scouting Department recently mocked Arizona wideout Tetairoa McMillan to the Panthers—adding another veteran to the mix beforehand would be wise.

Tyler Boyd had just 39 catches and 390 receiving yards with the Titans last season, but he was also stuck in a very underwhelming passing attack. The 30-year-old is a crafty nine-year vet who could help fill out the depth chart and provide leadership in the locker room.

New Orleans Saints: Edge Matthew Judon

The New Orleans Saints are bringing back Cameron Jordan on a reworked contract and re-signed Chase Young in free agency. However, they could still use additional edge depth after notching just 39 sacks in 2024.

Matthew Judon, who spent last season in Atlanta, would be a logical fit with New Orleans. He logged 5.5 sacks for the Falcons and played under new Saints edge coach Jay Rodgers, who was Atlanta's defensive line coach in 2024.

Tampa Bay Buccaneers: LB Kyzir White

The Tampa Bay Buccaneers added Anthony Walker Jr. in free agency and will bring back Lavonte David for his 14th season with the franchise. However, adding a little more depth at the second level would be sensible.

David is still a high-level starter, but he turned 35 in January.

Adding 29-year-old linebacker Kyzir White to the mix would make a ton of sense for Tampa. He had a terrific year with the Cardinals in 2024, finishing with 137 tackles, 2.5 sacks and nine tackles for loss in 17 games.

Chicago Bears: DL Foley Fatukasi

The Chicago Bears largely focus on upgrading their offensive and defensive lines in early free agency, and rightfully so. Caleb Williams was sacked 68 times as a rookie, and the Bears ranked 29th in yards per carry allowed.

Though it already added Grady Jarrett and Odeyingbo to the defensive line, Chicago should consider scooping up Foley Fatukasi. While Fatukasi suffered a 2024 shoulder injury that required offseason shoulder surgery—according to Aarion Wilson of KPRC 2 Houston—he's a starting-caliber defender with positional flexibility.

In 11 games last season, Fatukasi logged 24 tackles, three tackles for loss, three QB hits and a sack.

Detroit Lions: Edge Dennis Gardeck

The Detroit Lions are expected to have standout pass-rusher Aidan Hutchinson back and healthy in 2025. However, the Lions still lack a high-end complement opposite the 2022 first-round pick.

Detroit may target its No. 2 pass-rusher in the draft—the B/R Scouting Department recently mocked Georgia's Mykel Williams to the Lions—but it could afford to add more veteran depth to go with Hutchinson and Marcus Davenport now.

Dennis Gardeck is coming off a torn ACL and appeared in only seven games this past season. In 2023, however, he recorded six tackles and 20 quarterback pressures.

Green Bay Packers: Edge Preston Smith

The Green Bay Packers traded pass-rusher Preston Smith to the Steelers at last year's deadline, but they should consider bringing him back now.

While the Packers recorded 45 sacks as a team last season, Rashan Gary was the only Green Bay defender to record more than five. Smith logged 4.5 sacks with the Packers and Steelers last season and reached eight sacks in each of the previous three seasons.

Minnesota Vikings: QB Joe Flacco

Ideally, the Minnesota Vikings will be able to rely on second-year quarterback J.J. McCarthy throughout the 2025 season. However, the Michigan product is coming off a season-ending knee injury and has no regular-season experience.

With Sam Darnold and Daniel Jones both out, the Vikings should consider adding another veteran QB to the locker room.

While there's been plenty of buzz about the Vikings and Aaron Rodgers—head coach Kevin O'Connell recently told reporters that the quarterback reached out to Minnesota—Joe Flacco would be a more sensible option.

Flacco showed with the Colts last season that he can support a young quarterback and still be ready to start in a pinch. He could do the same in Minnesota without drawing the attention that Rodgers inevitably would.

Arizona Cardinals: CB James Bradberry

After ranking 21st in net yards per completion allowed last season, the Arizona Cardinals could afford to add to their cornerback room. While James Bradberry has had a rough couple of seasons with the Eagles—he didn't see regular-season action in 2024—he's an experienced veteran with 124 starts on his resume.

Bradberry was a very reliable starter in 2022 and allowed an opposing passer rating of only 51.6 in coverage that season. That also happened to be Philly's last season with defensive coordinator Jonathan Gannon, who currently serves as Arizona's head coach.

Los Angeles Rams: WR Elijah Moore

The Los Angeles Rams could use additional receiver depth, even after signing Davante Adams. They parted with Cooper Kupp and lost Demarcus Robinson to the rival San Francisco 49ers in free agency.

Facing a $2.4 million cap deficit, L.A.'s options are limited. However, the Rams might be able to afford taking a flier on Elijah Moore.

The 25-year-old hasn't played up to his status as a 2021 second-round pick. However, he's also been saddled with poor quarterback play in New York and Cleveland. His speed (4.35-second 40-yard dash) could add another element to the Rams' passing attack.

San Francisco 49ers: LB C.J. Mosley

The 49ers lost several key contributors early in free agency, including linebacker Dre Greenlaw. Reloading the linebacker group should still be a priority.

C.J. Mosley was limited to four games in 2024 by toe and neck injuries. He'll also turn 33 in June. However, he's a five-time Pro Bowler who spent time with the Jets under Robert Saleh—who returned to San Francisco as the defensive coordinator this offseason.

Seattle Seahawks: WR Amari Cooper

The Seattle Seahawks have added Cooper Kupp, Marquez Valdes-Scantling and River Cracraft this offseason. However, they also traded DK Metcalf and released Tyler Lockett.

Seattle should continue looking for ways to support new quarterback Sam Darnold, and adding Amari Cooper would help. The 30-year-old appears to have lost some of his straight-line speed. However, he remains a savvy route-runner and a capable perimeter target who would complement the inside-outside versatility of Kupp and Jaxon Smith-Njigba.
