The 39-year-old Serbian found himself trailing 5-2 in the opening set, facing two set points before rallying back to take the first set in the tie-breaker.
From there, Djokovic found his relentless defense to overwhelm Safiullin as the match progressed.
In the quarterfinal, Djokovic will face his toughest test yet in Felix Auger-Aliassime, who has lost just one service game all tournament.

Naomi Osaka upset Aryna Sabalenka in straight sets to reach her first career Wimbledon quarterfinal.
Osaka dictated pace early, breaking two of Sabalenka's first three service games.
While Sabalenka found her groove in the second set, she simply could not find any answers for Osaka's blistering first serve, losing 22 of 23 points.
Osaka has yet to drop a set in the entire tournament and has found the powerful serve and aggressive-yet-consistent baseline play that has led her to four major titles.
In the final match of the day, Coco Gauff outlasted Belinda Bencic in three sets.
Gauff broke Bencic's first service game but struggled with double faults and consistency, eventually losing the first set.
However, the two-time major champion found her signature form, rising to the physical occasion to even up the match.
Gauff broke early in the third set, narrowly holding on to reach her first Wimbledon quarterfinal.
