We're just two weeks into the 2025 regular season, and already the NFL has gone full-on Wacky Races.

Granted, some things have gone according to script. We expected the Philadelphia Eagles to be good, and after outlasting the Chiefs in Kansas City, the reigning Super Bowl champions are 2-0. We expected the Cleveland Browns to be bad, and they haven't disappointed after getting their doors blown off in Baltimore to fall to 0-2.

But exactly zero people expected the Kansas City Chiefs to be 0-2 for the first time in the Patrick Mahomes era. Or for the Green Bay Packers to look like arguably the NFL's best team two weeks in. Or for Daniel Jones to be playing lights-out football for the 2-0 Indianapolis Colts.

Even in an NFL where it pays to expect the unexpected, the league's pecking order has been shaken like James Bond's martini. Bleacher Report NFL analysts Gary DavenportKris KnoxMaurice Moton and Brent Sobleski have come together to make sense of the madness and rank the league's teams from worst to first.

They'll get started—as soon as they pour one out for the Cincinnati Bengals and Joe Burrow's toe.

32. New Orleans Saints (0-2)

Last Week: 31

Week 2 Result: Lost vs. San Francisco 26-21

If you're into moral victories, then the New Orleans Saints have actually been something of a pleasant surprise two weeks into the season—the Saints have been in position to win both of their games against teams who are a combined 4-0 this season.

Of course, moral victories don't mean a whole lot in the NFL. The Saints lost both games. And losses came to a flawed Arizona Cardinals team and the San Francisco 49ers JV squad.

Frankly, it may well be for the best. These Saints don't need meaningless wins. New Orleans needs to rebuild the roster from the ground-up in many areas. And while Spencer Rattler hasn't played badly, he's not the long-term answer under center in the Big Easy.

So, keep stacking those losses, New Orleans. Look to the future.

Because the present isn't going to be pleasant. - Davenport

31. Carolina Panthers (0-2)

Week 2 Result: Lost vs. Arizona 27-22

OK, so the Panthers may not be the worst team in the NFL—Carolina showed some moxie with a big fourth-quarter comeback against the Arizona Cardinals. But like so many things where the Panthers are concerned, Carolina came up short.

And quarterback Bryce Young was right in the middle of it.

Yes, Young threw for over 300 yards in the loss. But he also committed a pair of ugly turnovers early that put the Panthers in too big a hole to climb out of.

After his solid stretch run last year, it looked like the lightbulb might be coming on for the first overall pick in 2023. But for every good play he's made in 2025, there have seemingly been two bad ones—the kind that cost teams games.

At this rate, Carolina will be using a top-five pick on a quarterback in 2026. - Davenport

30. Tennessee Titans (0-2)

Week 2 Result: Lost vs. Rams 33-19

This is what was expected of the Tennessee Titans in 2025.

Tennessee's defense is good enough to keep things competitive for a little while, but it won't hold down top-tier teams for four full quarters. Cam Ward is going to make rookie mistakes, but he's also going to make wow throws that make Titans fans feel very, very good about their future.

This is a team with a ton of potential that could string together some quality wins later in the season. However, it remains to be seen if A.) Brian Callahan is really the right head coach to guide Ward long-term and B.) if Tennessee's offensive line can keep the rookie on the field and upright all season. - Knox

29. Miami Dolphins (0-2)

Week 2 Result: Lost vs. New England 33-27

Following a players-only meeting, the Miami Dolphins came out sluggish in Week 2, falling behind 12-0 in the first quarter. For head coach Mike McDaniel and anyone involved in that meeting, that's a troubling sign for the remainder of the season.

The Dolphins also have a shaky offensive line with two backups on the right side. Tua Tagovailoa took five sacks last week, including one that allowed the New England Patriots to seal the victory. 

At 0-2, the Dolphins are in a tough spot with a road trip to Buffalo coming up on Thursday. - Moton

28. Cleveland Browns (0-2)

Week 2 Result: Lost vs. Baltimore 41-17 

Is it time for a quarterback change in Cleveland yet again? It sure feels like it. After an 0-2 start, the organization has to ask itself what a 40-year-old Joe Flacco brings to the table if the team continues to lose. The Browns are now 3-18 since the calendar flipped to January in 2024. 

Flacco left for a season, of course. But he returned with the same expectations he left, as a playoff team and still capable of playing at the same level despite his age. The path picked by Cleveland wasn't prudent, and a slow start says a lot about the approach. 

Instead, the Browns do have two talented rookies they can insert into the lineup and see what comes of it. If the team falters, it'll be better positioned to take a quarterback prospect in the 2026 NFL draft. Or, possibly, Dillon Gabriel/Shedeur Sanders pans out and finally elevates the quarterback-starved franchise. - Sobleski

27. New York Giants (0-2)

Week 2 Result: Lost vs. Dallas 40-37 (OT)

Another week brought another New York Giants loss and another step toward a full-time look at rookie Jaxson Dart.

The difference this week was that the Russell Wilson-led offense actually looked like one that could win some games in 2025. Head coach Brian Daboll desperately needs it to because if New York can't show some real growth, he'll be out before Dart's rookie season is over.

An overtime road loss to the Dallas Cowboys is, at least, a better outcome than the Giants got in Week 1. A Week 3 home game against the Kansas City Chiefs could be much worse. - Knox

26. New York Jets (0-2)

Week 2 Result: Lost vs. Buffalo 30-10

The New York Jets' 32-point output in Week 1 may have been a mirage. Last Sunday, their offense laid an egg in front of the home crowd, accumulating just 154 total yards.

Even more troubling, quarterback Justin Fields completed just three of 11 pass attempts for 27 yards and went into concussion protocol during the fourth quarter. 

Fields missed 11 games in his first three NFL seasons because of injuries. He must develop into a more efficient pocket passer to avoid overreliance on his legs, which exposes him to more hits. - Moton

25. Chicago Bears (0-2)

Week 2 Result: Lost vs. Detroit 52-21

While most of the outside discussion about the Chicago Bears will be about quarterback Caleb Williams and his slow development, defensive coordinator Dennis Allen's unit has fallen apart over its last five quarters of play. 

The Bears have given up 73 points since the fourth quarter of their previous outing with the Minnesota Vikings. There are legitimate concerns about Williams' accuracy and decision-making in the pocket, but Chicago's defense is a bigger issue right now. - Moton

24. New England Patriots (1-1)

Week 2 Result: Won vs. Miami 33-27

The Patriots should be encouraged by what they saw out of Drake Maye in Week 2. He led three consecutive scoring drives that amounted to 15 points, which gave New England an early lead.

Without play-caller Terrell Williams, who's away from the team for health reasons, and cornerback Christian Gonzalez (hamstring), the Patriots defense closed out the game with a takeaway and multiple sacks. 

Coming off a balanced outing, New England's rebuild is trending in the right direction. - Moton

23. Jacksonville Jaguars (1-1)

Week 2 Result: Lost vs. Cincinnati 31-27

The Jacksonville Jaguars' Week 1 win over the Carolina Panthers looks like a total mirage—or, merely a referendum on the Panthers—after Sunday's meltdown against the Cincinnati Bengals.

It doesn't look like we're going to see a quick turnaround in Jacksonville.

Playoff-caliber teams don't knock Joe Burrow out of the game, watch backup Jake Browning throw a trio of interceptions and lose. This wasn't just a failure by Jacksonville's defense either.

Trevor Lawrence continues to play below expectations, and Liam Coen didn't seem thrilled with his quarterback's performance in Cincinnati. If the Jags can't lead with their offense, they're going to have a hard time even contending in their own division. – Knox

22. Las Vegas Raiders (1-1)

Week 2 Result: Lost vs. Los Angeles Chargers 20-9

Every bit of momentum the Las Vegas Raiders built with a Week 1 win at New England was squandered on Pete Carroll's 74th birthday. All of it.

Despite the fact that no one was open essentially all game long, Raiders offensive coordinator Chip Kelly made the run game an afterthought. Instead, Geno Smith attempted 43 passes, threw three interceptions and had a passer rating south of 40.

Defensively, the Raiders got next to no pressure on Chargers quarterback Justin Herbert, and while Herbert's stats weren't especially gaudy, he did as he pleased for most of the game.

Two games into the season, it's hard to tell whether the Raiders can't run the ball or just don't want to. The latter's an odd choice, what with drafting Ashton Jeanty sixth overall in April and all.

Vegas had a 19-play drive that took over 11 minutes—and kicked a field goal.

The more things change, the more they stay the same.

Week 2 Result: Won vs. New York Giants 40-37 (OT)

The Dallas Cowboys offense we saw in Week 1 wasn't a fluke. Dak Prescott is back to pre-injury form, while CeeDee Lamb, George Pickens and Jake Ferguson have the makings of a fun receiving trio. Javonte Williams even looks like a functional starting back.

Dallas defense, though ...woof. The Cowboys coughed up 506 yards and 7.8 yards per play to a Giants team that got nothing going in Week 1. Had Russell Wilson not heaved a floater in overtime that led to an easy interception, Dallas could easily still be winless.

With plenty of offensive potential—and a reliable kicker in Brandon Aubrey—the Cowboys should be in a lot of games this season. With a defense even worse than last year's, however, Dallas doesn't look like a legitimate playoff threat. - Knox

20. Seattle Seahawks (1-1)

Week 2 Result: Won vs. Pittsburgh 31-17


After a disappointing loss to the rival San Francisco 49ers at home in Week 1, the Seahawks responded with a strong victory over the Steelers in Pittsburgh. 

Granted, a massive mental error by rookie Kaleb Johnson, which allowed the Seahawks' kickoff team to score a touchdown, swung the game into Seattle's favor. Even so, the Seahawks' run game looked lively—with Kenneth Walker III averaging 8.1 yards per carry—Sam Darnold played much better, though he still needs to take better care of the ball, and wide receiver Jaxon Smith-Njigba is a budding superstar. 

Defensively, the Seahawks sacked Aaron Rodgers three times, hit him on eight more occasions and had the 41-year-old quarterback on the move throughout the contest. The version of Seattle that showed up in the Steel City can challenge for an NFC West title. - Sobleski

19. Minnesota Vikings (1-1)

Week 2 Result: Lost vs. Atlanta 22-6

J.J. McCarthy's buzz fizzled out as the Atlanta Falcons defense made life difficult for him in the pocket. In addition to taking six sacks, he threw two interceptions and left a ton of yards on the field with missed throws and poor ball placement. 

In two starts, McCarthy has thrown for two touchdowns and three interceptions with a 58 percent completion rate. He's also rushed for 50 yards and a score. And now he'll likely sit out Week 3 with an ankle injury he picked up in the loss to the Falcons.

The 22-year-old won't be lightning in a bottle on the pro level even once he does return. That said, keep his struggles in perspective; he's only made two starts. The Vikings' supporting cast will need to elevate him in an up-and-down season. - Moton

18. Houston Texans (0-2)

Week 2 Result: Lost vs. Tampa Bay 20-19

After being the surprise team of 2023, the Houston Texans took a step backward in 2024. Rebounding in 2025 is proving to be incredibly difficult.

The Texans had a prime opportunity to steal a win thanks to some huge special teams plays on Monday night, but some of the same issues we saw in Week 1 cost them again.

Houston's offensive line continues to struggle at the most inopportune times, and its backfield could use an upgrade. Penalties were also a massive problem for the second straight week.

The good news is that the defending AFC South champions will begin divisional play in Week 3. The bad news is that Houston is now a full two games behind the Indianapolis Colts. -- Knox

17. Atlanta Falcons (1-1)

Week 2 Result: Won at Minnesota 22-6

Will the real Atlanta Falcons please stand up?

On one hand, the argument can be made that the Falcons should be 2-0 after Sunday night's win over the Vikings—Atlanta was a missed kick away from beating the Tampa Bay Buccaneers. Both of their opponents were playoff teams last year. And Atlanta's defense had its best defensive performance in a long time in Week 2.

The Falcons had a pass rush. For reals.

But the Atlanta offense sputtered most of the game against the Vikes. The talent is there. So is the potential with quarterback Michael Penix, who has started all of five games in the NFL.

The Falcons have some upside—and a manageable schedule coming up. But for now, they remain middle-of-the-pack in my Power Rankings - Davenport

16. Indianapolis Colts (2-0)

Week 2 Result: Won vs. Denver 29-28

The Indianapolis Colts may not be legitimate title contenders, but they have a great chance to be this year's version of the 2024 Minnesota Vikings.

Expectations for the Colts were understandably low once Daniel Jones was named as the Week 1 starter. However, he's off to the sort of surprising start we saw from Sam Darnold in Minnesota last season.

Like those 2024 Vikings, this isn't a team that relies solely on its quarterback. The Colts may have been lucky to escape Week 2 with a win—they were certainly fortunate that a penalty gave Spencer Shrader a second shot at a walk-off field goal—but they made plays in all three phases to get it.

Don't be shocked if, as Minnesota did last year, Indianapolis is playing for a division title in Week 18. - Knox

15. Arizona Cardinals (2-0)

Week 2 Result: Won vs. Carolina 27-22

The Cardinals opened their season with a 2-0 record, but one has to wonder if they're actually any good. 

Arizona's wins came against the New Orleans Saints and Panthers--both of whom are considered among the league's worst teams. Yes, the Cardinals can only beat those placed in front of them. They did so. However, the next couple of weeks will serve as a far better barometer upon facing the San Francisco 49ers and Seattle Seahawks. 

Jonathan Gannon's squad continues to grow and get better. It's still too early to say they're on the right track until they face improved competition. - Sobleski

14. Cincinnati Bengals (2-0)

Week 2 Result: Win vs. Jacksonville 31-27

The Bengals have to wonder internally if another season may be lost because Joe Burrow is injured again. Burrow left Sunday's contest before being diagnosed with a Grade 3 turf toe injury. He's expected to miss at least three months. 

Jake Browning is one of the league's better backup quarterbacks. After all, he helped lead the Bengals back to victory against the Jaguars. Even so, Browning isn't Burrow. He's not the team's franchise signal-caller, with arguably the league's best accuracy when he's dealing. 

Instead, the Bengals are now looking to compete and keep their collective head above water in order to get into the postseason with Burrow back in the lineup and the possibility of having an elite talent behind center to compete with the likes of Lamar Jackson, Josh Allen and Patrick Mahomes. - Sobleski

13. Pittsburgh Steelers (1-1)

Week 2 Result: Lost vs. Seattle 31-17

The honeymoon period ended quickly for quarterback Aaron Rodgers. The Steelers are now 1-1, and the 41-year-old didn't play anywhere near as well in Week 2 as he did during opening weekend. 

To be fair, there's still clearly more in Rodgers' tank than initially believed. However, the Steelers may not be as good as they hoped to be, with a growing concern along their defensive interior. 

Through two games, it's become obvious that Pittsburgh's defense is soft up front. Obviously, Derrick Harmon's injury doesn't help matters. But Kenneth Walker III shouldn't average 8.1 yards per carry against the Steelers defense. - Sobleski

12. Denver Broncos (1-1)

Last Week: 12

Week 2 Result: Lost at Indianapolis 29-28

It's gut-check time for the Denver Broncos.

Denver didn't play especially well in Week 1 against the Tennessee Titans—the Titans just played worse. And while the bone-headed special teams penalty that gave the Colts a do-over on a game-winning field goal will be blamed for Denver's loss.

But the Broncos were outplayed by Indianapolis. Denver allowed a whopping 473 yards of offense, including a 300-yard game from Daniel freaking Jones and over 165 yards and 5.2 yards a pop on the ground. The reigning Defensive Player of the Year (cornerback Patrick Surtain II) got toasted like a Pop-Tart all day.

Denver's next three games could be pivotal—at the Chargers, home against the Bengals and on the road against the reigning champs.

Like I said. Gut check time. – Davenport

11. San Francisco 49ers (2-0)

Week 2 Result: Won vs. New Orleans 26-21

Once upon a time, 49ers head coach Kyle Shanahan supposedly wanted quarterback Mac Jones instead of Trey Lance with the third overall pick in the 2021 NFL draft. If the Niners had gone that route, Brock Purdy likely isn't on the roster. In a twist of fate, Jones is now Purdy's backup and in San Francisco's lineup due to a toe injury to the starter. 

Jones played well in his first start with the 49ers. He threw three touchdowns, which gives the coaching staff options depending on Purdy's progression. 

Currently, Purdy is on a week-to-week schedule. He may be able to play in Week 3. It's quite possible that head coach Kyle Shanahan keeps Jones in the lineup for another couple of weeks just to make sure Purdy is fully healthy. - Sobleski

10. Washington Commanders (1-1)

Week 2 Result: Lost vs. Green Bay 27-18

Throughout the offseason, the Washington Commanders felt like strong candidates to regress. Winning close games late was Washington's MO a year ago, and that recipe is rarely sustainable.

Thursday's game against the Green Bay Packers was not close—even less so than the score would indicate—and serves as a reminder that the Commanders may still be a year or two away from being top title contenders. They're only in Year 2 with Dan Quinn and Jayden Daniels. There will still be growing pains.

None of this means that Washington should abandon its Super Bowl hopes two weeks into the season. Injuries are likely to level the playing field at some point, and if a playoff-caliber team like the Commanders can get into the postseason healthy, it can make a run. - Knox

9. Kansas City Chiefs (0-2)

Week 2 Result: Lost vs. Philadelphia 20-17

It might not be panic time in Kansas City yet, but the unease level will be palpable on call-in shows in the City of Fountains Monday.

It's not just that the Chiefs are 0-2 for the first time since Patrick Mahomes became the team's starting quarterback. Or that they lost at home Sunday in a rematch of Super Bowl LIX. It's how the Chiefs are losing that is worrisome.

The Chiefs can't run the ball—Mahomes' 66 rushing yards against the Eagles was laughably more than any other player on the team in Week 2. The downfield passing game has all but vanished without Rashee Rice and Xavier Worthy. Even star tight end Travis Kelce has made disastrous plays in back-to-back games.

Yes, it's the Chiefs. They have earned some benefit of the doubt. But this doesn't look like a top-5 team in the AFC after two weeks—let alone the entire NFL. –Davenport

8. Tampa Bay Buccaneers (2-0)

Last Week: 8

Week 2 Result: Won 20-19 vs. Houston

Apparently, quarterback Baker Mayfield and the Buccaneers like to make things interesting. For the second week in a row, Mayfield led a long drive late to eke out a close win on the road Monday night in Houston.

The story of the night for Tampa offensively was the ground game. Despite multiple injuries on the offensive line, the Buccaneers piled up 169 rushing yards on 30 carries, averaging a robust 5.6 yards per carry.

If the Buccaneers can run the ball like that moving forward, Tampa will be a tough out given all the team's weapons in the passing game.

But those mounting injuries up front are concerning, and while the Buccaneers are undefeated and look the part of the team to beat in the NFC South, they remain a tier below teams like the Packers and Eagles - Davenport

7. Detroit Lions (1-1)

Last Week: 10

Week 2 Result: Won vs. Chicago 52-21

In Week 2, the Detroit Lions looked like the club that went 15-2 last season. Head coach Dan Campbell put necessary pressure on his team to win the game, and the players dominated the Chicago Bears on both sides of the ball.

Even with a new play-caller, the Lions have the personnel to score in flurries at home. Offensive coordinator John Morton made a strong early impression, leading Detroit to a lopsided victory over the rival Bears. – Moton

6. Los Angeles Rams (2-0)

Last Week: 7

Week 2 Result: Won vs. Tennessee 33-19

Aside from the Rams emerging with a second victory in as many weeks, Matthew Stafford working Davante Adams into the offense as a critical component to the passing game makes Los Angeles' offense even more difficult to defend. 

In Week 2 against the Titans, Stafford targeted the six-time Pro Bowl wide receiver on 13 different occasions. Adams responded with six catches for 103 yards and a touchdown. 

With Adams on track, the Rams are going to be more difficult to stop. However, the defense endured a difficult loss since their top cornerback, Ahkello Witherspoon, suffered a broken clavicle. How the offense performs will become even more important if the secondary begins to struggle. – Sobleski

5. Los Angeles Chargers (2-0)

Last Week: 9

Week 2 Result: Won 20-8 vs. Las Vegas

Granted, the second win of the season for the Los Angeles Chargers wasn't as impressive on paper as the first. The 1-0 Raiders looked a lot like the 3-6 Raiders are going to look in two months.

But the Raiders looked terrible in no small part because the Bolts made them look terrible.

I'm not going to jinx it by speaking it aloud (no team has worse injury luck than the Chargers—see edge-rusher Khalil Mack on Monday), but…

The Chargers may have the best defense in the AFC. The secondary is absolutely smothering. Replacing Mack won't be easy, but they still have Tuli Tuipulotu and did a great job of scheming pressure against the Raiders.

Justin Herbert is slinging it. Keenan Allen looks 28 instead of 48 (Kidding—I actually interviewed him just before he was drafted. Football IQ was off the chain even then). The run game has been rather meh, but they have two good backs.

If the Chargers beat Denver in Week 3, there will be a lot of speaking that unspoken thing. - Davenport

4. Baltimore Ravens (1-1)

Last Week: 3

Week 2 Result: Win vs. Cleveland 41-17

The result looks a lot different when the Ravens aren't facing Josh Allen and the Buffalo Bills. Specifically, Baltimore's defense played with far more intensity and urgency. 

Granted, the Browns still moved the ball at times. But the Ravens swarmed throughout the contest and created a couple of turnovers. Middle linebacker Roquan Smith was particularly good with 15 total tackles, three tackles for loss, two quarterback hits and a fumble recovery for a touchdown. 

The Ravens offense is going to be difficult for any opponent to handle with Lamar Jackson and Derrick Henry in the backfield. As long as the defense plays complementary football, Baltimore is a legitimate Super Bowl contender capable of competing with the league's best. – Sobleski

3. Green Bay Packers (2-0)
