Panic Meter for Every Team's QB Situation Ahead of 2025 NFL Draft

Moe MotonMar 28, 2025

Every NFL team is trying to find its starting quarterback, upgrade the position or strengthen the supporting cast around him so he can play at an optimal level.

In a QB-driven league, teams know the player at that position can make or break a season.

In a leaguewide view, we'll gauge the quarterback panic meter for each team based on the quality of the starter, depth and variables that can directly impact the player's performance such as coaching, pass protection and the playmakers around him.

The panic meter ranges from one to 10. Low numbers reflect fewer concerns, while higher figures indicate uncertainties for the projected starter, a poor fit between the lead signal-caller and his supporting cast or the need to upgrade the primary backup role.

Arizona Cardinals

1 of 32
San Francisco 49ers v Arizona Cardinals
Cardinals QB Kyler Murray

QBs: Kyler Murray, Jacoby Brissett, Clayton Tune

The Arizona Cardinals can breathe a sigh of relief because Murray fully recovered from a torn ACL and played in every regular-season game last season, the first time he's done that since 2020.

The dynamic signal-caller recorded 78 carries for 572 yards and five touchdowns in 17 contests.

The Cardinals also upgraded the backup quarterback position, signing Brissett, a 10-year veteran with 53 career starts.

If Murray suffers an injury, Brissett can keep the offense steady. He's more equipped to lead the passing attack in short stretches than Tune.

As a rookie in 2023, Tune struggled in his lone career start, completing 11 out of 20 passes for 58 yards and two interceptions.

Murray must develop a stronger rapport with wideout Marvin Harrison Jr. Other than that, Arizona has no reason to panic over its quarterback situation.

Panic Meter: 2

Atlanta Falcons

2 of 32
Carolina Panthers v Atlanta Falcons
QB Michael Penix Jr.

QBs: Michael Penix Jr., Kirk Cousins, Emory Jones

The Atlanta Falcons have the most expensive backup quarterback. According to The Athletic's Dianna Russini, they have told teams interested in Cousins they "won't move him."

Yahoo Sports' Charles Robinson noted the 36-year-old has already banked $10 million in guarantees for his 2026 salary. He believes the Falcons are willing to keep the signal-caller as a "pricey backup or trade candidate."

Regardless of what happens with Cousins, Atlanta will focus on Penix's development in a starting role. He took over for the veteran in Week 16 of the previous season and helped the Falcons beat the New York Giants 34-7, but they lost their last two games in overtime.

Penix struggled with his ball placement, though he had some flashes in those overtime losses. When you consider he took over at a crucial point of the season, the 24-year-old showed the ability to handle high-pressure situations.

He will have an entire offseason to work on connections with his teammates, which bodes well for the young signal-caller's development. However, one has to wonder if the Falcons are willing to keep Cousins around because of Penix's injury history from his collegiate years.

The Washington product suffered season-ending injuries in four consecutive terms between 2018 and 2021 while at Indiana. Atlanta should be wary of his past durability issues.

Panic Meter: 4

Baltimore Ravens

3 of 32
AFC Divisional Playoffs: Baltimore Ravens v Buffalo Bills
QB Lamar Jackson

QBs: Lamar Jackson, Cooper Rush, Devin Leary

In 2024, Jackson had his most productive passing season, throwing for 4,172 yards, 41 touchdowns and four interceptions. Offensive coordinator Todd Monken has helped the two-time MVP reach a new level of production and efficiency.

Jackson's passing numbers marked career highs, with his lowest interception rate (0.8). He also led the league in passer rating (119.6) and QBR (77.3).

The Baltimore Ravens have struggled against AFC juggernauts in the playoffs, but Jackson has led them to the postseason in six out of seven campaigns. After missing 10 games between 2021 and 2022, he's been mostly healthy and playing at his best.

The Ravens signed Rush for veteran insurance. He's fared well as a spot starter with the Dallas Cowboys, throwing for 20 touchdowns and 10 interceptions with a 60.7 percent completion rate in 38 games (14 starts).

Buffalo Bills

4 of 32
AFC Championship Game: Buffalo Bills v Kansas City Chiefs
QB Josh Allen

QBs: Josh Allen, Mitchell Trubisky, Mike White, Shane Buechele

The Buffalo Bills signed Allen to a six-year, $330 million extension, making him the NFL's highest-paid player. He's coming off an MVP season, in which he threw for 3,731 yards, 28 touchdowns and six interceptions and rushed for 531 yards and 12 touchdowns.

It's also noteworthy he hasn't missed a game because of injury since his 2018 rookie campaign. So, for all the hits he takes as a ball-carrier, the 6'5", 237-pounder is still one of the league's most durable players.

If Allen does miss time, Trubisky can be serviceable in a short stretch. White also has starting experience.

In terms of playmaking ability, Allen is in the same quarterback tier as multi-time MVPs Patrick Mahomes and Lamar Jackson. With him, the Bills have a wide-open Super Bowl window.

Panic Meter: 1

Carolina Panthers

5 of 32
Carolina Panthers v Denver Broncos
Panthers QBs Andy Dalton (left) and Bryce Young

QBs: Bryce Young, Andy Dalton, Jack Plummer

Young is going into a critical third season with the Carolina Panthers.

Following his 2023 rookie campaign, the Panthers fired front-office executives and their coaching staff. So, the new regime doesn't have draft ties to Young and may be willing to move on from him if he struggles in the upcoming season.

Within the first three weeks of the previous campaign, head coach Dave Canales benched Young for Dalton. Young didn't reclaim the starting job until Dalton sprained his thumb in a car accident.

That being said, the 2023 No. 1 pick took advantage of his second chance. He made moderate strides and finished the season with seven touchdown passes and zero interceptions in his last three outings.

Young probably has one more shot to solidify himself as the team's starting quarterback. If he falters, Dalton will take over and play well enough to keep the Panthers competitive.

Despite using the No. 1 overall pick on a quarterback two years ago, Carolina is still looking for a long-term starter.

Panic Meter: 8

Chicago Bears

6 of 32
Chicago Bears v Green Bay Packers
Bears QB Caleb Williams

QBs: Caleb Williams, Tyson Bagent, Austin Reed

When you compare Williams to Jayden Daniels, you would think the Chicago Bears are disappointed in the No. 1 overall pick from last year's draft.

However, Williams posted decent passing numbers, throwing for 3,541 yards, 20 touchdowns and six interceptions. He also avoided costly turnovers in the last third of the campaign, recording 11 touchdown passes and one interception after Week 11.

Even with a new coaching staff, the 23-year-old should progress well in the passing game with DJ Moore, Rome Odunze and Cole Kmet.

Most importantly, the Bears made much-needed changes to the offensive line after Williams took a league-high 68 sacks. They acquired two-time All-Pro Joe Thuney and Jonah Jackson in trades and signed Drew Dalman.

Head coach Ben Johnson will get more out of Williams than the previous coaching staff did with this offensive personnel while developing Bagent in a backup position.

Panic Meter: 2

Cincinnati Bengals

7 of 32
Cincinnati Bengals v Pittsburgh Steelers
Bwngals QB Joe Burrow

QBs: Joe Burrow, Jake Browning

In five seasons, Burrow has missed at least six games in two of them, raising some concern about his durability.

Conversely, the 28-year-old didn't miss a game due to injury in three of his last four campaigns. In 2024, he won Comeback Player of the Year for the second time in his career, rebounding from a wrist issue. The two-time Pro Bowler led the league in passing yards 4,918 and passing touchdowns (43) last season.

If the injury bug bites Burrow again, the Bengals can still be competitive. In 2023, Cincinnati went 4-3 with Browning under center. He threw for 1,936 yards, 12 touchdowns and seven interceptions with a league-leading 70.4 percent completion rate.

Panic Meter: 2

Cleveland Browns

8 of 32
University of Colorado vs University of Arizona
QB Shedeur Sanders

QBs: Deshaun Watson, Kenny Pickett

The Cleveland Browns must solve their biggest quarterback issue in the upcoming draft. Since October, Watson has torn his Achilles twice. General manager Andrew Berry told reporters that he will miss "significant time" during the 2025 season.

Because of the uncertainty around Watson's recovery, the Browns had to add a veteran signal-caller with notable starting experience. They traded Dorian Thompson-Robinson and a fifth-round pick to the Philadelphia Eagles for Pickett.

The 2022 first-rounder has started in 25 out of 30 games, throwing for 4,765 yards, 15 touchdowns and 14 interceptions with a 62.4 percent completion rate. After two mediocre campaigns with the Pittsburgh Steelers, he served as Jalen Hurts' backup with the Eagles.

Until Pickett proves otherwise, he's a low-end starter who's more of a game manager than a playmaker.

To lower the panic alert, the Browns should select Cam Ward or Shedeur Sanders with the No. 2 pick in the draft to elevate their offense. The former has more upside, though the latter has the potential to be a steady long-term starter, too.

Panic Meter: 7

Dallas Cowboys

9 of 32
Dallas Cowboys v Atlanta Falcons
Cowboys QB Dak Prescott

QBs: Dak Prescott, Will Grier

The Dallas Cowboys have their franchise quarterback, but he's in a suboptimal situation with his recent injury history.

Perennial All-Pro guard Zack Martin has retired. Dallas' top two running backs are castoffs who hit the free-agent market following an underwhelming 2024 campaign. The Cowboys parted ways with head coach Mike McCarthy and opted to promote Brian Schottenheimer, whose top-10 scoring offenses in Seattle were led by the ground game.

If Prescott has to carry a lot on his shoulders in the passing game, it could lead to disaster.

Over the last three years, he has missed 14 games because of injuries. The Cowboys don't have a solid backup behind him. They lost Cooper Rush to the Baltimore Ravens in free agency. Grier has started in two games over five seasons.

As NFL Network's Ian Rapoport suggested, the Cowboys could take a quarterback on Day 2 of the draft to develop in the primary backup role.

For now, though, Prescott's shaky durability and the lack of quality depth behind him are reasons to be concerned about the quarterback situation in Dallas.

Panic Meter: 6

Denver Broncos

10 of 32
AFC Wild Card Playoffs: Denver Broncos v Buffalo Bills
Broncos QB Bo Nix

QBs: Bo Nix, Jarrett Stidham

The Denver Broncos should be encouraged by what they saw out of Nix in his rookie term. He threw for 3,775 yards, 29 touchdowns and 12 interceptions with a 66.3 percent completion rate and rushed for 430 yards and four touchdowns in 17 starts. Denver finished seventh in passing touchdowns for the 2024 campaign.

To put Nix's season into perspective, he finished third in 2024 Offensive Rookie of the Year votes behind Jayden Daniels and Brock Bowers.

Off to a strong career start, the Oregon product looks the part of a franchise quarterback, and the Broncos can build around him while he's on a rookie deal.

Nix can take a second-year leap, and seven-year veteran Stidham is there to help guide him.

Panic Meter: 1

Detroit Lions

11 of 32
NFC Divisional Playoffs: Washington Commanders v Detroit Lions
Lions QB Jared Goff

QBs: Jared Goff, Hendon Hooker, Kyle Allen, Jake Fromm

The Detroit Lions have lost offensive coordinator Ben Johnson to the Chicago Bears and passing game coordinator Tanner Engstrand, who will take over play-calling duties with the New York Jets. Still, Goff has high-level playmakers at his disposal.

The Lions QB can post top-10 passing numbers with All-Pro wideout Amon-Ra St. Brown, Pro Bowl tight end Sam LaPorta and 2022 first-rounder Jameson Williams playing big roles in the aerial attack. Running backs Jahmyr Gibbs and David  Montgomery will balance the offense and make his job a little easier.

Coming off his fourth Pro Bowl campaign, Goff will go into his 10th season as one of the league's top quarterbacks, and he hasn't missed a game since the 2021 term.

Detroit can continue to develop Hooker, though Allen has started in 19 games and probably fills in for Goff if necessary.

Panic Meter: 2

Green Bay Packers

12 of 32
NFC Wild Card Playoffs: Green Bay Packers v Philadelphia Eagles
Packers QB Jordan Love

QBs: Jordan Love, Malik Willis, Sean Clifford

Despite some regression in his second year as a full-time starter, Love is the Green Bay Packers' franchise player. At 26, he's the present and the future.

He missed two games with an early-season MCL injury, and the Packers relied heavily on their ground attack in the second half of the campaign. Both factors limited the quarterback's passing numbers.

However, Green Bay still finished with a top-12 passing attack and ranked 10th in touchdown passes.

Moreover, head coach Matt LaFleur and his staff developed Willis into a solid backup. As a starter in place of Love, the 25-year-old completed 25 out of 33 passes for 324 yards and two touchdowns, leading Green Bay to two victories.

The Packers have a solid starter-backup combo, and they can develop Clifford as their third-string signal-caller.

Panic Meter: 1

Houston Texans

13 of 32
AFC Divisional Playoffs: Houston Texans v Kansas City Chiefs
Texans QB C.J. Stroud

QBs: C.J. Stroud, Davis Mills, Kedon Slovis

After winning 2023 Offensive Rookie of the Year, Stroud took a step back. His touchdown rate (4.6 to 3.8 percent) and completion rate (63.9 to 63.2 percent) dipped. He also saw a rise in interception rate (1.0 to 2.3 percent).

Based on the Texans' offseason moves, they placed significant blame on play-caller Bobby Slowik, who was fired, and the offensive line. Houston traded Laremy Tunsil and Kenyon Green and released Shaq Mason. The Texans signed offensive tackle Cam Robinson and guard Laken Tomlinson.

Though Stroud's new-look offensive line raises legitimate concerns, he's an ascending signal-caller who has led the Texans to back-to-back AFC South titles and playoff wins in consecutive years.

In 2024, he took the second-most sacks (52) and didn't miss a game. He's durable, so don't count on Mills or Slovis taking regular-season snaps.

Panic Meter: 3

Indianapolis Colts

14 of 32
Tennessee Titans v Indianapolis Colts
Colts QB Anthony Richardson

QBs: Anthony Richardson, Daniel Jones, Jason Bean

Indianapolis Colts general manager Chris Ballard and head coach Shane Steichen should be on a full-tilt panic alert with their quarterback room.

In two seasons, Richardson has thrown for 11 touchdowns and 13 interceptions with a 50.6 percent completion rate. In 2023, he missed 13 games because of a season-ending shoulder injury. Last year, he sat out six contests due to injury and a demotion.

Ballard told reporters that the team would bring in competition for Richardson. Indianapolis signed Jones, another underwhelming former first-rounder.

Over the last two seasons, the 27-year-old has thrown more interceptions (13) than touchdowns (10).

The Colts may have to choose a starter between the better of two subpar quarterbacks, which doesn't bode well for the offense. Bean, an undrafted second-year player out of Kansas, is a non-factor.

Panic Meter: 10

Jacksonville Jaguars

15 of 32
Jacksonville Jaguars v Philadelphia Eagles
Jaguars QB Trevor Lawrence

QBs: Trevor Lawrence, Nick Mullens, John Wolford

Jacksonville Jaguars head coach Liam Coen will try to get Lawrence back on track. The starting signal-caller has regressed since his 2022 Pro Bowl campaign, and he dealt with injuries that cost him seven games in 2024.

Last offseason, the Jaguars signed Lawrence to a five-year, $275 million extension, making him one of the league's highest-paid players, which seems like a costly mistake.

However, the 25-year-old has shown he can play at a high level. Perhaps Coen, who helped Baker Mayfield post career numbers in the previous season, can put the Clemson product in a position to fulfill the expectations of a No. 1 overall pick.

Mullens can fill in as a short-term starter if Lawrence suffers an injury. He's thrown for 6,429 yards, 34 touchdowns and 31 interceptions in 33 games (20 starts).

The 30-year-old has turned the ball over at a high rate, but his aggressive style can help the Jaguars in high-scoring matchups.

Panic Meter: 4

Kansas City Chiefs

16 of 32
Super Bowl LIX: Kansas City Chiefs v Philadelphia Eagles
Chiefs QB Patrick Mahomes

QBs: Patrick Mahomes, Gardner Minshew II, Bailey Zappe, Chris Oladokun

The Kansas City Chiefs can look at their quarterback room and understand the sky isn't falling after a Super Bowl loss. Mahomes is still the league's most accomplished quarterback, and he has dominated his AFC foes in the playoffs.

Head coach Andy Reid has helped create a superstar quarterback who leads a winning franchise that will be in the Super Bowl discussion for the foreseeable future.

The Chiefs signed Minshew and re-signed Zappe. The former has an advantage over the latter in starting experience and will likely win the primary backup job. Oladokun will probably spend most of his time on the practice squad.

Panic Meter: 1

Las Vegas Raiders

17 of 32
NFL: JAN 05 Seahawks at Rams
Raiders QB Geno Smith

QBs: Geno Smith, Aidan O'Connell, Carter Bradley

The Las Vegas Raiders improved their quarterback room by acquiring Smith from the Seattle Seahawks.

At 34, he will be Las Vegas' short-term starter, though he doesn't have the wear-and-tear of a typical 13-year veteran because he's been a full-time starter for just five seasons.

Between 2013 and 2014, Smith struggled with the New York Jets, as most quarterbacks have in recent years, and took advantage of a starting opportunity with the Seahawks.

In Seattle, Smith won 2022 Comeback Player of the Year and put together back-to-back Pro Bowl seasons. In 2024, he threw for 4,320 yards, 21 touchdowns and 15 interceptions with a 70.4 percent completion rate, leading Seattle to a 10-7 record.

Based on Smith's contract and recent production, O'Connell's chance to earn the starting job in Las Vegas is over.

Still, he can be a solid backup quarterback. The third-year signal-caller has thrown for 3,830 yards, 20 touchdowns and 11 interceptions with a 62.6 percent completion rate in 20 games (17 starts).

Panic Meter: 3

Los Angeles Chargers

18 of 32
AFC Wild Card Playoffs: Los Angeles Chargers v Houston Texans
Chargers QB Justin Herbert

QBs: Justin Herbert, Taylor Heinicke

As many expected, Herbert bounced back from a down year. Under head coach Jim Harbaugh, he had an efficient 2024 showing, throwing for 3,870 yards, 23 touchdowns and just three interceptions while completing 65.9 percent of his passes. He had the league's lowest interception rate (0.6 percent).

In the second half of the season, offensive coordinator Greg Roman proved he isn't going to limit his talented signal-caller with run-heavy game plans.

The Los Angeles Chargers allowed Herbert to push the ball downfield in an aggressive passing attack. He averaged about 33 pass attempts between Weeks 11 and 18.

Herbert also showed his toughness, playing through injuries to suit up for all 17 games. He's trending in the right direction. With the addition of guard Mekhi Becton and wideout Mike Williams, the Pro Bowl quarterback will have more time to throw and a familiar deep threat in the passing game.

Panic Meter: 1

Los Angeles Rams

19 of 32
NFC Divisional Playoffs: Los Angeles Rams v Philadelphia Eagles
Rams QB Matthew Stafford

QBs: Matthew Stafford, Jimmy Garoppolo, Stetson Bennett

The Los Angeles Rams restructured Stafford's contract, which saved them from having to jump on the quarterback carousel this offseason. As long as he stays healthy, the 17-year veteran will keep them in playoff contention.

With Stafford as the primary starter, Los Angeles has clinched a postseason berth in three out of four seasons and won a Super Bowl in the first of those campaigns.

However, according to The Athletic's Jourdan Rodrigue, the Rams had concerns about Stafford's durability before restructuring his contract. They should be uneasy about his ability to stay healthy in his age-37 term.

Stafford hasn't missed significant time since the 2022 campaign, but he has played through injuries. How long can he do that before his body breaks down?

The Rams re-signed Garoppolo. He has notable starting and playoff experience. However, the veteran signal-caller doesn't have a good rapport with Davante Adams.

If Garoppolo has to start, Los Angeles could see a significant drop-off in the passing game.

Panic Meter: 3

Miami Dolphins

20 of 32
San Francisco 49ers v Miami Dolphins
Dolphins QB Tua Tagovailoa

QBs: Tua Tagovailoa, Zach Wilson

The Miami Dolphins will feel panic whenever Tagovailoa takes a big hit because of his history of concussions. When healthy, he throws with pinpoint accuracy (career 68.1 percent completion rate), and the sixth-year veteran led their No. 1-ranked passing offense in 2023.

However, Tagovailoa has missed 20 games and only played through a full season once. So, the Dolphins made a logical move to sign Wilson to fill the primary backup role.

Wilson mostly struggled with the New York Jets between 2021 and 2023. Still only 25, he could develop into a high-end backup, spot starter or showcase long-term starting potential, following the path of former Jets signal-callers Geno Smith and Sam Darnold, who rebounded after rough career starts in New York.

The Dolphins could experience more instability at quarterback because of Tagovailoa's shaky durability. At least they have an intriguing backup in Wilson, a top-three pick in 2021.

Panic Meter: 7

Minnesota Vikings

21 of 32
Minnesota Vikings v Los Angeles Rams
Vikings QB J.J. McCarthy

QBs: J.J. McCarthy, Brett Rypien

The Minnesota Vikings likely envision J.J. McCarthy as their starter in the near future. They selected him with the No. 10 overall pick.

But McCarthy didn't see the field in his rookie year. He needed two surgeries on his torn meniscus, and Sam Darnold went on to have his best season as a pro.

Now that Darnold has left for the Seattle Seahawks, the Vikings must decide whether to go all-in with McCarthy or add a proven starter and keep their young signal-caller on training wheels.

According to NFL Network's Tom Pelissero, the Vikings aren't pursuing Aaron Rodgers, but they want to add a veteran quarterback.

Per Fox Sports' Jordan Schultz, Minnesota has had discussions with Ryan Tannehill, who didn't play in 2024.

The Vikings don't have a reason to panic unless the coaching staff is worried about McCarthy's ability to win the starting job.

However, their interest in an experienced QB suggests they could hedge on the young signal-caller's outlook for another year, but the team's free-agent options are thinning out.

Don't count on Rypien posing a threat to McCarthy in a training camp battle.

Panic Meter: 5

New England Patriots

22 of 32
Los Angeles Chargers v New England Patriots
Patriots QB Drake Maye

QBs: Drake Maye, Joshua Dobbs, Joe Milton III

The New England Patriots needed to strengthen Maye's supporting cast this offseason.

They signed Stefon Diggs to a three-year, $69 million deal, but he's coming off a torn ACL. Even if he's ready for Week 1, the 31-year-old may not bounce back into Pro Bowl form right away.

The Patriots also signed right tackle Morgan Moses and wide receiver Mack Hollins. Moses will shore up Maye's pass protection, and Hollins can be a solid No. 3 wideout.

If Diggs makes a full recovery and an immediate impact, Maye should see a boost in his passing numbers in 2025.

Dobbs has started in 13 games over the last two years and offers quality veteran experience.

According to Fox Sports' Jordan Schultz, New England will consider trading Milton. ESPN Cleveland's Tony Grossi believes the team wants a third-round pick for him.

The Patriots are one upstart wide receiver away from helping Maye make a significant second-year leap, and Dobbs has been a decent spot starter.

Panic Meter: 3

New Orleans Saints

23 of 32
New Orleans Saints v New York Giants
Saints QB Derek Carr

QBs: Derek Carr, Spencer Rattler, Jake Haener, Ben DiNucci

The New Orleans Saints discussed Carr's future for a few weeks before they tabbed him as their starting quarterback, which indicates he's heading into a crucial season.

In two years as the Saints' lead signal-caller, Carr has thrown for 6,023 yards, 40 touchdowns and 13 interceptions with a 68.2 percent completion rate. Yet his passing numbers can be misleading without context.

In 2023, the 34-year-old ranked 10th in passer rating but 17th in QBR, which factors into a quarterback's overall impact on the game and key situations. Last season, he also ranked 10th in passer rating and finished 13th in QBR, which is a step in the right direction, but he missed seven games due to injury.

Carr will have a new offensive play-caller for his third consecutive term in New Orleans. That said, head coach Kellen Moore will be the most accomplished play-caller the 12th-year veteran has worked with in his pro career.

Carr is similar to Kirk Cousins. They're good enough to keep their teams competitive, but you have to question if they're the long-term answer in big moments.

If Carr stays healthy, he'll keep Rattler, Haener and DiNucci off the field. However, he must put together a quality season, or the Saints may be looking for a new starter in 2026.

Panic Meter: 4

New York Giants

24 of 32
AFC Wild Card Playoffs: Pittsburgh Steelers v Baltimore Ravens
Giants QB Russell Wilson

QBs: Russell Wilson, Jameis Winston, Tommy DeVito

The New York Giants added Wilson and Winston to take themselves out of desperation for a quarterback heading into the draft.

If the Tennessee Titans and Cleveland Browns take a signal-caller in the first two spots, the Giants would still need to address the position for the long term, but at least Wilson and Winston can get them through a respectable 2025 season.

Last season, Wilson threw for 2,482 yards, 16 touchdowns and five interceptions with a 63.7 percent completion rate. In Week 7, he took over the starting job in place of Justin Fields and helped lead the Pittsburgh Steelers to the playoffs.

An 11th-year veteran with 87 career starts, Winston can fill in if Wilson experiences a significant decline or suffers an injury.

If the Giants miss out Cam Ward and Shedeur Sanders at No. 3, they could draft and sit Jaxson Dart or Jalen Milroe for a year behind Wilson and Winston.

Panic Meter: 4

New York Jets

25 of 32
New York Jets v Pittsburgh Steelers
Jets QB Justin Fields

QBs: Justin Fields, Tyrod Taylor, Jordan Travis, Adrian Martinez

The New York Jets ended the Aaron Rodgers era and signed Fields to a two-year, $40 million deal.

Entering his fifth year, Fields has a lot to prove after an inconsistent three-year run with the Chicago Bears and losing the starting job to Russell Wilson with the Pittsburgh Steelers last season.

On a positive note, Fields showed improvement with his accuracy in Pittsburgh. In 10 games, which included six starts, he completed a career-high 65.8 percent of his passes. The dual-threat signal-caller will also add a dimension to the run game. In 2022, he ran for 1,143 yards and eight touchdowns, leading the league in yards per carry (7.1).

The Jets have a reliable backup in Taylor, who has 58 career starts on his resume. Travis and Martinez will battle for the No. 3 spot.

Head coach Aaron Glenn and offensive coordinator Tanner Engstrand could bring a heavy influence of the run game to New York from their time with the Detroit Lions to help Fields reach his potential. Still, the 26-year-old must show more improvement to keep his job.

Panic Meter: 5

Philadelphia Eagles

26 of 32
Super Bowl LIX: Kansas City Chiefs v Philadelphia Eagles
Eagles QB Jalen Hurts

QBs: Jalen Hurts, Dorian Thompson-Robinson, Tanner McKee

Hurts may have turned some of his doubters into believers with his Super Bowl performance.

The Kansas City Chiefs slowed down Saquon Barkley and the Philadelphia Eagles' ground game, but Hurts surgically dissected Steve Spagnuolo's defense, completing 17 out of 22 passes for 221 yards, two touchdowns and an interception. He won Super Bowl LIX MVP.

Hurts' critics point to his average passing numbers to knock him down a notch below Patrick Mahomes, Lamar Jackson and Josh Allen, but he's led the Eagles to the Super Bowl twice in four years as their primary starter.

Only 26 years old, he still has room for growth, and he's already perfected the art of the Eagles' signature Tush Push play.

The Eagles swapped Kenny Pickett for Thompson-Robinson and a fifth-round pick in a trade with the Cleveland Browns. Hurts and Thompson-Robinson have similar skill sets, so the move makes sense from Philadelphia's perspective.

McKee impressed in his lone career start, throwing for 323 yards and four touchdowns against the New York Giants in Week 18 last season.

The Eagles have a star quarterback, a backup who can mimic some of their starter's abilities and an intriguing developmental passer.

Panic Meter: 1

Pittsburgh Steelers

27 of 32
AFC Wildcard Playoffs - Pittsburgh Steelers v Buffalo Bills
Steelers QB Mason Rudolph

QBs: Mason Rudolph, Skylar Thompson

Aaron Rodgers has a significant impact on the Pittsburgh Steelers' quarterback situation because as he mulls over his next career decision, the team could miss out on alternative options.

According to ESPN's Adam Schefter, Rodgers met with the Steelers for about six hours. NFL Network's Ian Rapoport noted that the visit "went really well."

On one hand, ESPN's Jeremy Fowler reported (h/t Bleacher Report's Andrew Peters), the 41-year-old has not "come close" to a decision.

On other hand, NFL Network's Tom Pelissero said Rodgers could call his own shot within the next few days.

Keep in mind that Carson Wentz is still available.

Also, Sports Illustrated's Albert Breer believes Kirk Cousins could waive his no-trade clause after the draft to avoid a situation where a team takes a quarterback early after acquiring him as the Atlanta Falcons did last offseason.

Regardless of Rodgers' timeline, the Steelers should draft a quarterback to develop, but that rookie signal-caller will probably go through a year in a backup role.

While the Steelers wait, though, Wentz could sign with a team and Rodgers may opt to retire, leaving Pittsburgh to scramble for Cousins or settle for Rudolph as its starting quarterback.

In 2023, Rudolph helped lead the Steelers to the playoffs, but through seven campaigns, he's yet to start more than eight games in a season.

Panic Meter: 8

San Francisco 49ers

28 of 32
Detroit Lions v San Francisco 49ers
49ers QB Brock Purdy

QBs: Brock Purdy, Mac Jones, Tanner Mordecai

The San Francisco 49ers have already started negotiations with Purdy's representatives on an extension. They cleared cap space with notable trades and cuts, which gives the front office flexibility to fit Purdy's new deal under the salary cap.

The 49ers should be able to extend the 25-year-old's contract well before training camp, which would steer them clear of offseason quarterback drama.

Though if contract talks stall, Purdy may feel he has to look over his shoulder at Jones, who was heavily linked to San Francisco leading up to the 2021 draft.

The 49ers don't have a quarterback controversy yet, though this situation could get awkward if Purdy struggles after signing an extension.

Panic Meter: 3

Seattle Seahawks

29 of 32
NFL Pro Bowl Games - Practice
Seahawks QB Sam Darnold

QBs: Sam Darnold, Sam Howell, Jaren Hall

According to ProFootballTalk's Mike Florio, the Seattle Seahawks signed Darnold to a contract that gives them a one-year out.

The Seahawks took a risk in signing the 27-year-old, who has had one quality season as a starter in seven years, but they're not stuck with him regardless of how the upcoming term pans out.

Seattle protected itself from a potential Darnold disaster. Still, if the Seahawks aren't satisfied with his production, they would have to further develop Howell or find a new starter next offseason.

At this point, the Seahawks aren't panicking over their quarterback situation, though it could become problematic if Darnold opens the season with a few dud performances.

Tampa Bay Buccaneers

Buccaneers QB Baker Mayfield

QBs: Baker Mayfield, Kyle Trask, Michael Pratt

Mayfield is getting better with changes. In back-to-back years, the Tampa Bay Buccaneers have lost their offensive coordinator to a head coaching vacancy. Yet he's had his best passing seasons over the last two terms.

Under the Buccaneers' previous offensive coordinator, Liam Coen, Mayfield registered career highs in passing yards (4,500) and passing touchdowns (41). He also became a more efficient ball-carrier, rushing for 378 yards and three touchdowns.

However, the 2017 Heisman Trophy winner saw a one percent spike in his interception rate (1.8 to 2.8 percent).

Tampa Bay promoted pass game coordinator Josh Grizzard to offensive coordinator. He'll have the task of reining in Mayfield's carelessness with the ball without limiting the quarterback's playmaking ability.

Nonetheless, Mayfield has experienced a career rebirth in Tampa Bay, and he's established himself as a quality starter. Trask and Pratt will hold clipboards as developmental quarterbacks.

Tennessee Titans

Titans QB Will Levis

QBs: Will Levis, Brandon Allen, Tim Boyle

If the Tennessee Titans didn't have the No. 1 overall pick in the upcoming draft, their quarterback panic meter would be a full-scale 10.

On The Adam Schefter Podcast (15:20 mark), Schefter said, "The Titans, so far, have not entertained any real offers" for the top pick.

Levis has struggled with injuries, and he's inefficient. In two seasons, he has missed 13 games. In 21 contests, he's thrown for 21 touchdowns and 16 interceptions with a 61 percent completion rate and fumbled 17 times.

The 25-year-old had a shot to show he could be a solid starting quarterback, but he didn't show much progress in his second season.

According to NFL insider Josina Anderson, Tennessee "would like to transition" from Levis. So, the club could shake up its quarterback room before or during the draft.

Allen has minimal starting experience, most of it in his first two seasons between 2019 and 2020. As a spot starter, Boyle has been a below-average quarterback, throwing for five touchdowns and 13 interceptions since 2021.

The Titans shouldn't overthink their first pick. They need Ward more than any other player in the upcoming draft, but you always leave room for a boneheaded decision from an organization that's been unstable in recent years.

Washington Commanders

NFC Championship Game: Washington Commanders v Philadelphia Eagles
Commanders QB Jayden Daniels

QBs: Jayden Daniels, Marcus Mariota, Sam Hartman

Daniels put on a show last year. Between his game-winning drives and the well-deserved accolades, he had one of the best rookie seasons for a quarterback in NFL history.

Within a year, the Washington Commanders went from a basement-dwelling dumpster fire to a Super Bowl contender. They beat the Tampa Bay Buccaneers and the No. 1-seeded Detroit Lions on the road before losing to the Philadelphia Eagles in the NFC Championship Game.

Daniels had success similar to C.J. Stroud, who won the 2023 Offensive Rookie of the Year award, but the LSU product's quick rise seems different because of his dynamic playmaking ability with his arm and legs.

Because of Daniels' willingness to pick up yards on the ground, he's susceptible to big hits.

Washington made a reasonable decision to re-sign Mariota, who saw some action while Daniels battled a rib injury in October and in the last week of the season.
