Amari Cooper, Alabama: Oakland Raiders (No. 4)
There is always going to be debate about which player is the best in the class at each position, and that is no different at wide receiver. However, it's difficult to look at Amari Cooper and not see a star in the making.
Bucky Brooks of NFL.com had some high praise for the Heisman Trophy finalist:
"Because he's such a special talent, you had Lane Kiffin go down there and really rebuild that offense around Amari Cooper. The prototypical No. 1 receiver, outstanding route runner, great hands, tremendous ball skills and can make plays on the perimeter. You want to put him at that Z position and feed him. I think in the right offense, he is going to be a very special player. He reminds me of Reggie Wayne and Roddy White when they were coming out of school.
"
Additionally, Shane P. Hallam of DraftTV notes that the receiver still has room to improve:
Cooper has "top-five pick" written all over him, and there will be plenty of teams looking to do whatever it takes to draft the former Alabama star. However, the first three squads seemingly have bigger needs, leaving the receiver to drop to the Oakland Raiders at No. 4.
The Raiders seem to have found their quarterback of the future in Derek Carr, but they have to give him weapons in order to succeed. A playmaker such as Cooper would go a long way to ensure plenty of future success.
Kevin White, West Virginia: St. Louis Rams (No. 10)

Although it seems Cooper will be the runaway top receiver in the draft, Bleacher Report's Matt Miller argues that many teams see Kevin White as the top option:
If that is the case, the St. Louis Rams could be getting a steal in the West Virginia receiver.
White has good size at 6'3" and can be extremely productive on the field. He is a big-play threat on every down and has strong hands to quickly become a quarterback's best friend.
The Rams have plenty of question marks on the roster, beginning with quarterback and the future of Sam Bradford. However, Jameis Winston and Marcus Mariota will likely both be off the board at this point, and no one else warrants this early of a pick.
With a solid defense that only got better as the year progressed, St. Louis would be better off improving the offense with a legitimate No. 1 target.
No matter who is under center in 2015, he will benefit greatly from having White on the roster.
DeVante Parker, Louisville: Cleveland Browns (No. 12)

A year ago, many questioned the Browns' strategy in the draft after they failed to fill a major need at wide receiver.
General manager Ray Farmer explained at the time to 92.3 The Fan, via Mary Kay Cabot of Cleveland.com, that it's not necessary to have a star receiver to win:
"I would say 'how important are those guys?' Name the last big-time receiver to win a Super Bowl. Name the last mega-guy. (Gordon) matters to me because I like the guy and I think he's a really good player, but at the end of the day, when you look at the teams that have these mega-receivers, name the last guy that won a Super Bowl?... There are none. The last guy that really helped his team get there was T.O. (Terrell Owens).
"
While he does have a point, Cleveland will likely once again be without former Pro Bowler Josh Gordon thanks to another suspension. The Browns will be trying to win not only without a "big-time receiver" but also without a legitimate starter.
Andrew Hawkins had some good games last season, and Taylor Gabriel showcased potential, but it's clear the organization needs help in this area.
DeVante Parker represents the perfect option as a deep threat who knows how to win a jump ball. If Johnny Manziel is going to be the starting quarterback for the Browns, he is going to need someone with those qualities.
The Minnesota Vikings can ruin this pairing by reuniting the Louisville receiver with quarterback Teddy Bridgewater at No. 11, but at this stage, it seems like both offensive and defensive lines should be bigger priorities for the young team.
