
Chad Pennington: Power Ranking NFL's Biggest QB Question Marks
Chad Pennington will start over Chad Henne when Miami hosts the Tennessee Titans on Sunday afternoon.
Henne has struggled this year as have a lot of quarterbacks in this league, and it had us wondering where the biggest question marks are in the NFL under center. There's plenty of teams to choose from and we've ranked the top 15.

No. 15: Cleveland

Now I'm pretty sure Cleveland has found its man in Colt McCoy, but he hasn't been putting up spectacular numbers.
He was thrust into a situation that he really wasn't ready for and he's performed admirably considering the circumstances, however, I'm not so sure the good times are going to last in Cleveland.
There's still Seneca Wallace who is Mike Holmgren's guy.
However, I think McCoy will likely stay the guy after this year.
No. 14: Philadelphia

Now this isn't about what to do for the rest of the season because it's clear that Michael Vick is the best choice at quarterback for this year.
However, once the year ends, Michael Vick is a free agent.
If the Eagles have a deep playoff run, do you keep Vick or do you try and trade Kevin Kolb? It's an interesting question and one Andy Reid will have to answer in the offseason.
Me personally? I keep Vick and trade Kevin Kolb. I'm sure there's plenty of teams out there, especially ones on this list, that would love to have Kolb on their roster.
No. 13: Denver

Kyle Orton had a fast start to the season, but he's not really what you'd call a franchise quarterback.
The Broncos aren't winning and some fans have called for a change at quarterback.
Brady Quinn hasn't turned into a solid backup and sometimes is the third quarterback behind Tim Tebow. It'd be interesting to see Tebow under center but I'm not sure that's the answer either.
Josh McDaniels is the middle of a huge dilemma.
No. 12: Jacksonville

David Garrard has had an up-and-down year and with the big contract he got a couple of years ago, and it may be time to look to the future.
There was a big buzz around the Jaguars drafting Tim Tebow this year and with Jacksonville in last place in the AFC South, I think it's time the Jaguars get a young player in there and try to develop him. However, there's a lot of work to be done in Jacksonville.
You could do much worse than David Garrard though.
No. 11: Oakland

For now, Oakland is rolling and is right in the thick of things in the AFC West.
However, I'm not sold on Jason Campbell as a long term fix for the Raiders. Bruce Gradkowski started for a little bit and there was some controversy about who should be starting for the team as recently as a couple of weeks ago.
Nothing is ever simple in Oakland.
No. 10: Cincinnati

Look, it's time to admit that the Carson Palmer era is done in Cincinnati.
He's throwing balls all over the field and he's made plenty of mistakes by forcing passes into traffic. It seems to get worse each and every week. He's not the answer anymore for the Bengals and it's time to move forward.
He's not done, but he's not going to be a dominant quarterback in this league.
No. 9: Minnesota

You knew we were going to get to it eventually.
Brett Favre did play amazing on Sunday in a comeback win over the Cardinals, but he doesn't have a future in this league and this has to be the last year after how it's gone for him so far. Tarvaris Jackson isn't great and Joe Webb is unproven.
The Vikings need a young quarterback badly.
No. 8: Buffalo

Okay, so Ryan Fitzpatrick has had a decent run under center for Buffalo in recent weeks.
That doesn't mean he's the answer for the Bills. It's clear that the Bills are going to go for a quarterback in the draft and it's likely going to be Andrew Luck out of Stanford. Fitzpatrick isn't bad, but he's not a guy to rest your hopes and dreams on.
You just have to get through the rest of the year Bills fans.
No. 7: San Francisco

Any time your fans are chanting for David Carr, you have an issue.
Troy Smith is under center for the injured Alex Smith and I'm not so sure he's the answer either as Baltimore got rid of him.
I think it's time the 49ers admit that Alex isn't the answer and move on to find someone new.
Aaron Rodgers may haunt San Fran for a long time.
No. 6: Carolina

In Carolina, if you have three quarterbacks, you have no quarterbacks.
Matt Moore, Jimmy Clausen and Tony Pike may be the three most unimpressive quarterbacks in the league. John Fox keeps switching between them trying to find an answer, but there isn't one there in the least bit.
It's ugly under center for the Panthers.
No. 5: Arizona

Derek Anderson isn't exactly getting the job done for the Cardinals.
Max Hall hasn't been much better, either.
And even though Anderson played well last week, does anyone actually believe he's the answer? Larry Fitzgerald misses Kurt Warner more than anyone in that locker room.
The Cardinals are a bad team and it starts with the quarterback.
No. 4: Seattle

I think it's time for the Matt Hasselbeck era to come to an end in Seattle.
He hasn't been the same guy in the past few seasons and he's been struggling with injuries.
I think it's time to get a young player in there who can learn the system and eventually take over for Hasselbeck as the quarterback.
Charlie Whitehurst isn't exactly the future.
No. 3: Washington

Let's see, Donovan McNabb is at odds with his coach and has had his endurance questioned in public. He's got one year left on his deal and there's no sign of it changing.
We all know Rex Grossman isn't the anwer and that the Redskins need a new, young quarterback. Jake Locker or Christian Ponder make a lot of sense in this spring's draft. McNabb isn't done, but he's not big on Mike Shanahan right now.
It's messy under center for the Redskins.
No. 2: Detroit

With Matthew Stafford suffering three shoulder injuries with his time at the Lions, you have to wonder if he's injury prone.
Shaun Hill has played admirably but he's not a franchise quarterback and maybe it's time for the Lions to try and cover themselves if Stafford gets hurt again next year. You hate to see a team lose a guy who has so much potential.
You have to feel bad for him. It was awful to see him walk off the field holding his arm.
No. 1: Miami

So Chad Pennington is in and Chad Henne is out in Miami.
I don't see how this move makes the Dolphins any better or worse in the passing game, but maybe the Dolphins know more than we do at this point.
I can't see Pennington playing well against a tough Titans pass rush that will get to him early and often on Sunday.
Miami needs a franchise quarterback badly. Too bad the Dolphins passed on Drew Brees.
