Overrated Vs. Underrated: Teams That Don't Know How To Use Their Rosters

Bad teams are bad for a reason. They bench productive guys and start crappy youngsters with perceived "upside".

For example:
Good teams like boston, LA, and san antonio. You can't argue with their starting lineup and rotations, but bad teams have a thing for benching productive players for lottery busts.
