Williams' late touchdown pass to DJ Moore helped the Bears erase an early 18-point deficit.
The quarterback had thrown two interceptions earlier in the game as the Bears went down 21-3 in the first half.
Williams finished the comeback win having gone 24-for-38 with 361 passing yards, two passing touchdowns and two interceptions.
Chicago will now advance to the NFC divisional round for the first time since the 2010 season.
This marks the second time this season Ben Johnson has led the Bears to an improbable comeback win over the Packers.
The Bears were trailing by seven points with 24 seconds left in regulation of a Week 16 matchup against the Packers, before two touchdown passes from Williams helped Chicago tie the game and win in overtime.
Williams had started out his playoff debut Saturday night with one of his most inconsistent passing performances of the season.
The Bears quarterback threw picks on fourth-down opportunities in the first and third quarters, marking his first multi-interception game since Week 3 of the 2024 campaign.
Williams turned things around with a 25-point fourth quarter, starting with a field goal drive to cut the Packers' lead to 12 points.
He then marched the Bears on three straight touchdown drives to give Chicago its first lead since the first quarter with just 1:43 left in regulation.
The Packers had the chance to extend their lead while still ahead by three points with four minutes left on the clock.
A costly delay-of-game penalty ultimately led to Jordan Love handing off the ball to the field goal unit.
Kicker Brandon McManus, who had missed a field goal and an extra point earlier in the game, went wide right on his 44-yard attempt.
The Packers will now exit the playoffs in the Wild Card round for a second straight season after losing last winter to the eventual Super Bowl champion Philadelphia Eagles.
The Bears will prepare to take on either the Eagles or the San Francisco 49ers in Williams' divisional round debut.
