Bates earned the No. 92 spot on the list after becoming the only player in the NFL to record four interceptions and four forced fumbles last season.
Tagovailoa, who struggled with injuries last season, was listed at No. 91 after completing 72.9 percent of his passes for 2,867 yards and 19 touchdowns in 11 games.

The countdown of the NFL's Top 100 will wrap up when the top 10 players on the list are announced on Sunday, Sept. 1 on NFL Network.
Bates also recorded a sack, a fumble recovery and returned an interception for a touchdown last season.
The 28-year-old safety has now made the NFL Top 100 list in each of his first two seasons since the Falcons signed him in free agency ahead of the 2023 season.
The ranking marks an 18-place drop from Bates' ranking in 2024, when NFL players listed him at No. 74 heading into the season.
At the time, Bates was coming off the first Pro Bowl season of his career, during which he had recorded a career-high 132 tackles and six interceptions.
That drop in ranking doesn't reflect the role Bates will play on the Falcons' defense next season.
The release of Grady Jarrett means Atlanta will be looking for other defensive leaders to step up next season. Head coach Raheem Morris has described Bates as part of the remaining leadership group, "if not the leader of it," per ESPN's Marc Raimondi.
Tagovailoa fell even further down the list from 2024, when his peers ranked him as the No. 36 player heading into the season.
That 55-spot drop is likely due to the career-high six games Tagovailoa missed last season. He sat four games after suffering the third recorded concussion of his career in Week 2, then was sidelined for another two contests later in the season with a hip injury.
The quarterback is heading into the first year of his four-year, $212.1 million extension, and general manager Chris Grier told reporters in January that Tagovailoa "needs to be available" and protect himself as much as possible in 2025.
The Dolphins will hope an increased emphasis on protecting himself will help Tagovailoa avoid injury as he looks to build on the promise he showed when leading the league with 4,624 passing yards with his first Pro Bowl campaign in 2023.
