Kupp has also been tied to the Dallas Cowboys, Denver Broncos, New Orleans Saints and New England Patriots since his release by the Los Angeles Rams.
The Seahawks are bringing back Jaxon Smith-Njigba, but released Tyler Lockett and traded DK Metcalf this offseason.
Adding a star wideout to play with Smith-Njigba could potentially help the Seahawks' offense transition under center from Geno Smith to Sam Darnold next season.
NFL insider Josina Anderson previously reported the Seahawks are "holding out hope" that Kupp's ties to the area through his hometown of Yakima, Washington, could draw him to the Seahawks.
According to The Athletic's Dianna Russini, Jourdan Rodrigue, Jon Machota, Saad Yousuf, Jeff Howe and Michael Silver, Kupp has asked for as much as a $15 million annual salary but "may be willing to take less money to land in a preferred destination."
Russini added that price "has been a hold-up for a number of teams, per league sources, with some suitors not willing to offer a $13-14 million contract."
The Seahawks are currently projected to have the third-most cap space in the NFL with over $60 million free next season, according to Over the Cap.
Kupp recorded 710 yards and six touchdowns in 12 games for the Rams last season before adding 90 yards in two playoff contests. After struggling with injury over his last three seasons, Kupp expects to have a fully healthy offseason this spring, per TheRams.com's Stu Jackson.
