Grading 2025 NFL Free-Agency Signings and Trades for Day 2 of Tampering Period

Quarterback dominoes fell into place on Day 1 of the 2025 NFL legal tampering period, as Sam Darnold and Justin Fields agreed to contracts with new teams. On Tuesday, the quarterback carousel will shift again as clubs continue to fill their needs at the most critical position on the roster.

Don't forget veteran wide receivers. Several accomplished pass-catchers still have plenty left in the tank and can help playoff contenders and serve as safety blankets for young signal-callers.

Teams that were conservative on Monday may ramp up activity on Tuesday. Who knows? An aggressive club may pull off a blockbuster trade like the Washington Commanders did Monday when they acquired five-time Pro Bowl left tackle Laremy Tunsil from the Houston Texans.

You never know what will happen on the day before the new league year officially begins. Bleacher Report will keep you in the loop with analysis and grades for all the notable moves on Tuesday.

Buffalo Bills Land EDGE Joey Bosa

Contract Terms: One year, $12.6 million (via ESPN's Adam Schefter)

The Buffalo Bills released edge-rusher Von Miller before the legal tampering period, and they found his replacement on Tuesday. Buffalo will bring in Joey Bosa, who's six years younger than Miller but has an extensive injury history.

Over the previous three years, Bosa has missed 23 games, though he did suit up for 14 outings with the Los Angeles Chargers last season. The accomplished edge-rusher earned his fifth Pro Bowl nod in 2024, but he did it with modest numbers compared to the production in his prime years. 

Nonetheless, if Bosa stays healthy, he can still rack up sacks and pressures. The Bills finished 10th in pressure rate and 18th in sacks last year. They need Bosa to give them more than what Miller contributed off the edge (six sacks and 16 pressures) this past term.

Bosa hasn't logged more than 6.5 sacks in a season since 2021, primarily because of injuries, but he's worth a one-year gamble for a Super Bowl contender trying to get over the Patrick Mahomes playoff hump.

Baltimore Ravens Sign WR DeAndre Hopkins

Turning 33 in June, DeAndre Hopkins is slightly past his prime. Last year, the Tennessee Titans traded him to the Kansas City Chiefs, and he finished with his second-lowest receiving yards total (610) in a season. In 11 out of 16 outings, Hopkins finished with 37 or fewer receiving yards, seven of those contests with Patrick Mahomes as his quarterback.

At this stage in Hopkins' career, he has to pick his spots, and the 12-year veteran can do that in the Baltimore Ravens offense with running back Derrick Henry carrying a heavy workload.

Quarterback Lamar Jackson doesn't have to rely heavily on Hopkins in the passing game either. Zay Flowers, Rashod Bateman and Mark Andrews will see most of the targets. Isaiah Likely is coming along as Andrews' backup.

Don't expect Hopkins to turn back the clock with 1,000-plus receiving yards in an offense that ranked 31st in passing attempts last season. The Ravens made this move for the playoffs, though it's not a foregone conclusion that the veteran receiver can help them on a deep run.

In three playoff games with the Chiefs, Hopkins caught three passes for 28 yards and a touchdown. This signing will make headlines, but it's not much of a needle-mover for an aging receiver in a run-centric offense.

Los Angeles Rams Reunite with C Coleman Shelton

After the Chicago Bears agreed to terms with center Drew Dalman, Coleman Shelton had to find a new home. He will return to his former team, the Los Angeles Rams. 

Shelton played his first five seasons with the Rams before signing with the Bears last offseason. He will likely walk back into a starting job in Los Angeles. 

In 2024, the Rams started rookie sixth-rounder Beaux Limmer at center for 14 out of 17 contests. According to Pro Football Focus, he committed nine penalties while on the field for 916 snaps. Meanwhile, PFF tabbed Shelton with four penalties while on the field for 1,121 snaps.

Shelton should be a solid starter in a system that he knows well. Though he's not an elite interior offensive lineman, he is a clear upgrade over Limmer.

Grade: B

Atlanta Falcons Retain CB Mike Hughes

Contract Terms: Three years, $18 million (via ESPN's Jeremy Fowler)

Because of season-ending injuries, Mike Hughes had a rough career start with the Minnesota Vikings. Between 2021 and 2023, he carved out rotational roles with the Kansas City Chiefs, Detroit Lions and Atlanta Falcons. Last season, he started in all of his appearances.

Hughes isn't a playmaking cornerback who changes the complexion of games by taking the ball away. On top of that, he allowed a 105.8 passer rating in coverage for the 2024 term. Yet based on his contract, the Falcons seem comfortable with him as a starter on the boundary.

Now a healthy starter, Hughes can show more of his playmaking ability in the secondary. He's 28 and could be a late bloomer after missing significant playing time in his early years.

Grade: C

Miami Dolphins Sign WR Nick Westbrook-Ikhine

Contract Terms: Two years, $6.5 million (via NFL Network's Mike Garafolo)

The Miami Dolphins added size on the perimeter. At 6'2", 211 pounds, Nick Westbrook-Ikhine can stretch defenses for big plays, and he was a scoring machine with the Tennessee Titans last season.

In 2024, Westbrook-Ikhine averaged 15.5 yards per reception and led the Titans with nine touchdown receptions, more than double of what Calvin Ridley scored for the year.

Quarterback Tua Tagovailoa has an extensive injury history, particularly with concussions, but if he stays healthy, Westbrook-Ikhine could post decent receiving numbers for a No. 3 wide receiver.

Regardless, the big-bodied wideout should help the Dolphins in the red zone. Last year, Miami ranked 16th in touchdown scoring percentage when its offense advanced inside the 20-yard line.

This isn't a headline signing, though the Dolphins offense could be more efficient, scoring more touchdowns and settling for fewer field goals.

Leonard Floyd Joins Atlanta Falcons After Being Cut By San Francisco 49ers

After the San Francisco 49ers cut edge-rusher Leonard Floyd, he signed with the Atlanta Falcons within a few hours.

This is a homecoming for Floyd, who grew up in Atlanta and played college football at Georgia. More than just a return to familiar territory, he can also help a Falcons team that finished with the second-fewest sacks (31) and ranked 25th in pressure rate (20 percent) last season.

After a 6-11 campaign, San Francisco is turning over its roster, but Floyd remained consistent rushing off the edge, recording at least 21 pressures and 8.5 sacks for a fifth consecutive season. 

After a rocky start to his career plagued by on-field inconsistencies and injuries, Floyd has become one of the league's top veteran edge-rushers. In recent years, he's made an impact on the Los Angeles Rams' Super Bowl-winning squad, the Buffalo Bills, and the 49ers.

Floyd will be the Falcons' best pass-rusher, and Atlanta inked him on a good value deal considering his numbers over the last half decade.

Saints Bolster Secondary With S Justin Reid

The New Orleans Saints made a move to strengthen their defense after the unit struggled mightily under former head coach Dennis Allen and on interim head coach Darren Rizzi's watch last season.

Justin Reid has no Pro Bowl or All-Pro accolades on his resume, but he's a solid safety who tackles well in open space and close to the line of scrimmage. The Saints ranked fourth in missed tackles (129) last year.

Reid will help shore up the Saints' porous run defense as a box safety. The savvy veteran can also drop back as a free safety or line up in the slot, but he's inconsistent in coverage duties. He allowed a passer rating of 106.1 or higher in three of the past five seasons. 

Reid and Tyrann Mathieu will be one of the top safety duos in the upcoming season, which is a good sign for a defensive group looking to bounce back under play-caller Brandon Staley.

Grade: B-

New Orleans Saints Bring Back TE Juwan Johnson

In 2024, the New Orleans Saints needed healthy pass-catchers. They lost wide receivers Chris Olave and Rashid Shaheed for long stretches, and running back Alvin Kamara missed the last three weeks of the season.

As a result, tight end Juwan Johnson saw an increase in his target share in the second half of the season. Despite an unstable quarterback situation with Derek Carr missing seven games, he recorded career highs in catches (50) and receiving yards (548) and hauled in three touchdown passes.

But if the Saints' receivers stay healthy, Johnson will probably see a slight drop-off in his receiving numbers. He's splitting snaps at tight end with Carr's former Las Vegas Raiders teammate, Foster Moreau.

Unless new head coach and offensive play-caller Kellen Moore plans to get Johnson more involved in the passing game, New Orleans likely overspent to keep him.

The Saints, who are annually tight on cap space, will spend $10 million annually on a tight end who hasn't averaged more than 32.2 receiving yards in any of his five NFL seasons. That seems like a clear overpay.

Kansas City Chiefs Sign CB Kristian Fulton

The Kansas City Chiefs' nickel defense took a hit when Jaylen Watson suffered an ankle injury that cost him 11 game last season. Trent McDuffie had a strong presence in the slot throughout the 2023 campaign and moved to the boundary in 2024. Joshua Williams started in the last five games of the 2024 season and reverted to a backup role for the playoffs.

Kristian Fulton could allow the Chiefs to settle into a three-man rotation at cornerback next season. However, aside from the 2021 campaign, he hasn't been able to get his hands on the ball much. The five-year veteran has recorded five career interceptions and had fewer than eight pass breakups in four of his five seasons.

Even with 51 starts on his resume, Fulton isn't a surefire starter. Last season with the Los Angeles Chargers, he allowed five touchdowns and a 103.6 passer rating in coverage.

According to Rapoport, Fulton's deal includes $15 million in guarantees. Kansas City should've invested its financial resources elsewhere.

Grade: D

Houston Texans Add G Laken Tomlinson to Unsettled Offensive Line

Over the last two days, the Texans have traded left tackle Laremy Tunsil and left guard Kenyon Green. Laken Tomlinson could be a placeholder starter for them or a veteran who pushes a rookie for the starting job on the interior.

Tomlinson has lined up at left guard for most of his 10-year career. As the potential replacement for Green, he's a decent acquisition at a reasonable cost.

According to Pro Football Focus, Tomlinson allowed six sacks in 1,094 snaps last season. He's not the same player from his 2021 Pro Bowl year with the San Francisco 49ers, but the 33-year-old can stabilize the Texans' front line, which is currently in flux. Tomlinson hasn't missed a start since 2015.

Houston filled a need with a reliable veteran who's a moderate upgrade over Green, which is a step in the right direction.

Grade: C+

Indianapolis Colts Bring In Daniel Jones for QB Competition

Heading into the offseason, the Indianapolis Colts made it known that they wanted add competition for third-year quarterback Anthony Richardson for the starting job. On Tuesday, they added Daniel Jones to the mix, setting up an intriguing competition in the coming months.

The New York Giants released Jones this past November, and the Minnesota Vikings signed him to their practice squad. According to ESPN's Stephen Holder, he narrowed his choices to the Colts and Vikings this offseason before signing with the former.

Minnesota selected Michigan quarterback J.J. McCarthy in the first round of the 2024 draft. Jones probably feels like he has a better chance to start for the long term in Indianapolis if he beats out Richardson.

As an experienced starter with playoff experience, Jones must like his chances to win an open competition. Indianapolis benched Richardson in the middle of last season, so he's coming into the 2025 campaign on the hot seat.

Jones now gets a restart with a team that has a solid collection of playmakers with wide receivers Michael Pittman Jr., Josh Downs, Alec Pierce and Adonai Mitchell on the perimeter and Jonathan Taylor out of the backfield. However, head coach Shane Steichen must try to get more out of Jones' limited arm and elevate his declining passing efficiency. 

Grade: C+

Philadelphia Eagles Trade S C.J. Gardner-Johnson to the Houston Texans

Philadelphia Eagles receive: G Kenyon Green and a 2026 fifth-round pick 

Houston Texans receive: S C.J. Gardner-Johnson and a 2026 sixth-round pick

According to NFL Network's Ian Rapoport and Mike Garafolo, the Philadelphia Eagles are trading ball-hawk safety C.J. Gardner-Johnson and a late 2026 pick to the Houston Texans for Kenyon Green, a low-end starting guard.

Eagles executive vice president and general manager Howie Roseman adds another big body to the trenches at the cost of losing a playmaking defensive back.

Despite his struggles at left guard in Houston, Green could compete for the starting position at right guard in Philadelphia. According to Pro Football Focus, he allowed five sacks and committed seven penalties in 582 snaps last season.

With that said, Philadelphia took a flier on Mekhi Becton last offseason, which worked out well. Becton, a former first-round pick like Green, had his best season under respected Eagles offensive line coach Jeff Stoutland. Green could follow the same path as Becton in a potential contract year.

The Texans now have three defensive backs who recorded at least five interceptions last season: Derek Stingley Jr., Calen Bullock and Gardner-Johnson. They still need to upgrade their subpar offensive line, but they have an elite secondary in the wake of this addition.

Minnesota Vikings Add DT Jonathan Allen

Jonathan Allen's free-agency bid only lasted a few days. The Washington Commanders couldn't find a trade suitor and released him last week. Now, he's joining the Minnesota Vikings' defensive front.

The Vikings allowed the second-fewest rushing yards last season with Jonathan Bullard, Harrison Phillips and Jerry Tillery at the forefront of their defense. As Bullard prepares for free agency, Allen is an upgrade for Minnesota's stout front line.

For most of his career, Allen has been a balanced defensive tackle who can stop the run and rack up several sacks. He underwent surgery on a torn pectoral muscle and missed nine games last season, but the 30-year-old is primed for a bounce-back campaign.

In 2024, Jonathan Greenard and Andrew Van Ginkel logged double-digit sacks off the edge for the Vikings. Defensive coordinator Brian Flores brings pressure from all angles with his blitz-heavy designs. Allen should be able to exploit one-on-one opportunities on the interior and make plays in the backfield.

The Vikings paid a hefty price to sign Allen, who is coming off a down year, but his career production makes him worth the gamble.

Grade: B+

New York Giants Sign S Jevon Holland

Jevon Holland is about to get a fresh start with the New York Giants.

Holland is a versatile safety with ball skills, although he had a somewhat underwhelming tenure with the Miami Dolphins. He registered eight pass breakups and only one interception over the last two seasons.

Holland had his most productive seasons in Miami when he lined up primarily at free safety, which allowed him to make plays on the ball. He could slide back into that role in the Giants secondary.

Big Blue selected Tyler Nubin in the second round of the 2024 draft. He played both safety positions and made a notable impact with his run support. Holland will complement him on the back end with his ability to track the ball.

The Giants needed someone like Xavier McKinney, whom they lost in free agency last offseason. Holland can fill that void and immediately help a defense that finished 21st in points allowed and 24th in yards allowed last season.

Grade: A

Vikings Ink G Will Fries

The Minnesota Vikings are plucking another offensive lineman from the Indianapolis Colts' starting lineup.

On Monday, they came to an agreement with four-time Pro Bowl center Ryan Kelly. On Tuesday, they signed Will Fries to a massive contract.

Fries is a risky pickup, though. He's started more than nine games in a season only once in four years. The 26-year-old played only five games this past season because he fractured his tibia in October.

According to Pro Football Focus, Fries gave up two sacks in 268 offensive snaps this past season, although he graded well in run blocking. He ranked fifth among more than 130 guards across the league.

However, Fries' mediocre three-year stretch before last season isn't a strong indicator that he will play up to the expectations of a high-end multiyear contract. 

Fries still has a lot to prove as a full-time starter. The Vikings are hoping that he can stay healthy and play at his best in the coming years.

Grade: D

Minnesota Vikings Expected to Sign DT Javon Hargrave

The Minnesota Vikings cannot sign Javon Hargrave until his release becomes official Wednesday, though in a post on X, Pelissero wrote that this move is "in the works."

If this comes to fruition, the Vikings would land a top free agent who's one of the league's premier pass-rushing defensive tackles. Hargrave has registered at least seven sacks in three consecutive terms.

While skeptics may be concerned about Hargrave suiting up for just three games because of a partially torn tricep last season, he's been healthy for most of his nine-year career, missing no more than one game in a campaign in his first eight years.

Hargrave will join fellow Vikings newcomer Jonathan Allen, lining up between edge-rushers Jonathan Greenard and Andrew Van Ginkel. If he stays healthy, the 32-year-old could return to Pro Bowl form in Minnesota.

Grade: A

Los Angeles Chargers Add RB Najee Harris

Contract Terms: One year, worth up to $9.25 million (via ESPN's Adam Schefter)

The Los Angeles Chargers have a new lead running back.

Najee Harris ran for at least 1,034 yards in all four of his seasons with the Pittsburgh Steelers. He isn't flashy, as evidenced by his career average of 3.9 yards per carry, but he's a bruising, big-bodied ball-carrier who tied for eighth in broken tackles (22) last season.

The Chargers could sign a pass-catching running back to balance Harris' lack of explosiveness as a playmaker, but the 6'1", 242-pounder can handle a big workload. He's averaged at least 15 carries every year and hasn't missed a game.

Because of his unspectacular play, Harris had to settle for a short-term deal. He should be motivated to secure a lucrative multiyear contract next offseason.

The 27-year-old could have one of his best campaigns under Chargers offensive coordinator Greg Roman, who has a history of relying on the run game. The Chargers ranked 11th in rush attempts last year, with J.K. Dobbins and Gus Edwards combining for 296 carries. 

Grade: B+

Minnesota Vikings Re-Sign CB Byron Murphy Jr.

Contract Terms: Three years, $66 million (via NFL Network's Tom Pelissero)

The Minnesota Vikings pushed back the void date of Byron Murphy Jr.'s contract to March 11, which allowed them to come to terms with him on an agreement before he became a free agent.

The Vikings retained Murphy on a massive extension relative to the cornerback market, a well-deserved raise for the ascending Pro Bowler. Based on average annual salary, he will be the third highest-paid player at his position, per Over the Cap.

After an inconsistent four-year run with the Arizona Cardinals, Murphy became a ball-hawking cornerback in Minnesota, logging 27 pass breakups and nine interceptions over the last two seasons. In 2024, he allowed a career-best 76.7 passer rating in coverage.

As Stephon Gilmore and Shaq Griffin prepare for free agency, Minnesota made the logical move to keep its top cornerback around for the foreseeable future. Murphy is a building block for a defense that has improved under play-caller Brian Flores.

Giants Ink EDGE Chauncey Golston

Contract Terms: Three years, $19.5 million (via NFL Network's Mike Garafolo)

Chauncey Golston lined up in different spots across the Dallas Cowboys defensive front before his 2024 breakout season on the edge. He recorded career highs in sacks (5.5) and pressures (18) this past year while finishing second on the team in sacks.

The Giants signed a rising pass-rusher whose best years may be ahead of him. Assuming Golston's primary objective will be to chase down quarterbacks, he could see significant growth in his age-27 season.

Golston can be a more reliable designated pass-rusher than impending free agent Azeez Ojulari, who missed 22 games over the last three seasons. 

If edge-rusher Kayvon Thibodeaux's production continues to trend in the wrong direction, Golston could see more snaps in pass-rushing situations. He's a high-end rotational player who could eventually develop into a starter.

Las Vegas Raiders Sign LB Elandon Roberts

Contract Terms: One year, $3 million (via ESPN's Adam Schefter)

The Raiders lost Robert Spillane to the New England Patriots. To replace him, they signed Roberts, who will bring a skill set similar to Spillane's.

The run-stuffing downhill linebacker saw a dip in his snap count last year, but he's in line to play a full-time starting role with the Raiders.

Grade: B

Cleveland Browns Sign OT Cornelius Lucas

Contract Terms: Two years, worth up to $10 million (via ESPN's Jeremy Fowler)

Last season, the Browns' offensive tackles struggled to stay healthy. Jedrick Wills Jr., Germaine Ifedi, Geron Christian and Hakeem Adeniji are set to become free agents on Wednesday. So, Cleveland needs quality depth at the position.

Lucas can provide that with his starting experience on both sides of the line. In 2024, he started in seven out of 14 games with the Washington Commanders. According to Pro Football Focus, he allowed only one sack in 464 offensive snaps.

Grade: C

Atlanta Falcons Sign LB Divine Deablo

Contract Terms: Two years, $14 million (via NFL Network's Ian Rapoport)

The Atlanta Falcons should look to improve their 23rd-ranked scoring and total defense in any way possible. During his tenure with the Las Vegas Raiders, Deablo gained starting experience (42 starts) and put together some quality performances, specifically against the run.

At the very least, he will provide quality depth and clean up plays for the Falcons' middling run defense.

Grade: C

Dolphins Add Ifeatu Melifonwu

Contract Terms: One year, $4 million, (via ESPN's Adam Schefter)

Melifonwu started his career as a boundary cornerback with the Detroit Lions and then moved to safety and slot duties over the last three years. 

In 2023, Melifonwu made a solid impact, logging 33 tackles, four tackles for loss, three sacks, eight pass breakups, two interceptions and one forced fumble in a rotational role. But last year, the team placed him on injured reserve twice.

His spotty availability has stunted his growth, but if he can stay healthy, the 2021 third-rounder can provide depth in the Dolphins secondary.

Grade: C

Dallas Cowboys Sign DL Solomon Thomas 

Contract Terms: Two years for a maximum of $8 million (via ESPN's Adam Schefter)

Thomas has played defensive end and defensive tackle across his eight-year NFL career. He had a productive three-year stint with the New York Jets, registering 83 tackles, 14 tackles for loss and nine sacks while playing less than 44 percent of the defensive snaps each season.

Dallas needs a player like Thomas to patch up its run defense, which ranked 29th in yards allowed and gave up the most rushing touchdowns last season, especially with DeMarcus Lawrence's contract set to expire Wednesday. The 29-year-old isn't a full-time starter, but he can help shore up the Cowboys' defensive front.

Grade: B

Houston Texans Retain DL Mario Edwards Jr.

Contract Terms: Two years, $9.5 million (via KPRC2 Houston's Aaron Wilson)

Last year, Edwards carved out a decent role for himself along Houston's defensive line. He started in 12 out of 13 contests and saw the second-highest snap count (55 percent) in his career.

Edwards did enough to stabilize his short-term future after playing for three teams between 2022 and 2024.

Cowboys Re-Sign WR/PR/KR KaVontae Turpin

Contract Terms: Three years, $18 million (via ESPN's Jeremy Fowler)

Dallas will keep KaVontae Turpin, an All-Pro-Pro Bowl returner, making him the highest-paid special teamer. In 2024, he led the league in kick return yards (904), returning a kick and a punt for scores. The 5'9", 153-pound speedster also recorded career highs in catches (31) and receiving yards (420).

The Cowboys have arguably the league's most electric returner locked in through 2027.

Washington Commanders Scoop S Will Harris 

Contract Terms: Two years, $8 million (via NFL Network's Mike Garafolo)

The Commanders will lose safety Jeremy Chinn to the Raiders. So, Will Harris can fill a void in Washington's secondary. Aside from playing the same position, Harris is versatile like Chinn, too.

In six seasons, Harris has played a significant number of snaps at both safety spots and in the slot. He's coming off one of his most productive campaigns, logging 74 tackles, three for loss, five pass breakups and an interception while allowing a 79.4 passer rating. He's a solid addition who can be a starter next season.

Arizona Cardinals Re-Sign WR Zay Jones

Contract Terms: One year, $4 million (via Fox Sports' Jordan Schultz)

The Cardinals retain Jones, who brings a veteran presence to their wide receiver room. He's coming off his least productive campaign (eight receptions for 84 yards), but the eight-year pro could see a bump in target share if the team loses restricted free-agent wideout Greg Dortch.

Buccaneers Re-Sign EDGE Anthony Nelson 

Contract Terms: Two years, $10 million (via ESPN's Jeremy Fowler)

The Buccaneers will lose Tryon-Shoyinka to the Browns, but they maintain depth on the edge with Nelson coming back. The six-year veteran has been a solid rotational outside linebacker, logging 20 pressures, four sacks and six tackles for loss last season. Nelson will play behind Yaya Diaby and newcomer Haason Reddick to round out Tampa Bay's pass rush.

Cardinals Add Jacoby Brissett for QB Insurance

Contract Terms: TBA (via ESPN's Jeremy Fowler)

Brissett isn't going to see the field unless Kyler Murray suffers an injury. Then again, Murray missed 18 games between 2021 and 2023. So, Arizona should invest in a decent backup signal-caller. Brissett isn't going to elevate the talent around him, but he's more capable than Clayton Tune to keep the offense afloat if needed in spot duty.
