
2025 NFL Draft: 5 Teams That Should Move Up If Titans Trade No. 1 Overall Pick
The Tennessee Titans have the No. 1 pick in the 2025 NFL draft, but another team may be on the clock when the selection process starts on April 24.
While speaking to reporters at the NFL Scouting Combine, Titans general manager Mike Borgonzi revealed that teams have inquired about the No. 1 pick.
Back in January, he talked about the value of compiling draft picks.
"Draft picks are our biggest form of currency, so when there's opportunities to trade back to collect more picks, we're going to do that," he told reporters.
Based on the history of teams trading up to the top spot, Tennessee could get a massive haul in exchange for its first-round selection. Several teams may consider taking the gamble to find a long-term quarterback solution, which means Cam Ward and Shedeur Sanders would be potential targets for those clubs.
Let's look at which teams should be most interested in acquiring the No. 1 overall pick and what it would cost those clubs to move up.
Las Vegas Raiders

The Raiders missed out on first-round quarterbacks last year. The Denver Broncos selected Bo Nix one spot before they went on the clock for the 13th pick.
Fortunately for the Silver and Black, tight end Brock Bowers became a rookie All-Pro, breaking multiple receiving records with 112 catches for 1,194 yards and five touchdowns.
However, Bowers may have posted gaudier numbers if he had a stable quarterback situation. Gardner Minshew II, Aidan O'Connell and Desmond Ridder all started at least one game for the Raiders in 2024.
First-time general manager John Spytek can make a strong statement by moving up for a long-term solution at the most important position.
"I wouldn't rule out anything," Spytek said in response to a question about trading up for Cam Ward or Sheduer Sanders.
While the Raiders are more likely to wait it out with the possibility that Sanders is available after the top five selections, Spytek's willingness to be aggressive could set the team up for decades if the top quarterback becomes a franchise player.
As the Raiders general manager, Titans assistant general manager Dave Ziegler selected Parham in the third round of the 2022 draft, his first-ever draft pick as a lead front-office executive.
With a need at right guard, Tennessee may see value in Parham as an addition to the Raiders' trade package.
Los Angeles Rams

In one of the biggest offseason storylines, the Rams are at a crossroads with quarterback Matthew Stafford, who wants a new deal. According to NFL Network's Peter Schrager, the 37-year-old is seeking a contract worth $50 million annually.
ESPN's Sarah Barshop reported that the Rams have permitted Stafford to speak with other teams. In the coming weeks, Los Angeles will have a firm grasp of his market value and ultimately decide on whether to pay or trade him.
Fox Sports' Jordan Schultz and Las Vegas Review-Journal's Vincent Bonsignore have tapped into sources who believe the Rams want a first-round pick for Stafford. While that's a steep price for a quarterback who wants a significant raise in the latter stages of his career, teams may be desperate for a top signal-caller.
If the Rams get a first-rounder for Stafford, they can bundle that pick with the No. 26 selection in a trade proposal to the Titans. In terms of draft capital, Los Angeles would have a more attractive trade package than any other team eyeing the No. 1 overall pick.
While it would sting to see Stafford, who won a Super Bowl in Los Angeles, play elsewhere, being in a position to draft the top quarterback in the class would be an intriguing pivot toward the future.
New York Giants

With the No. 3 overall pick, the Giants wouldn't have to give up as much as other teams to get their quarterback of choice, and it also makes sense for them to leapfrog the Cleveland Browns, who also have a need at the position.
According to Sports Illustrated's Albert Breer, the Giants have shown interest in Los Angeles Rams quarterback Matthew Stafford.
The Giants could set up a Stafford-rookie plan to give the prospect at least two years to learn under one of the league's top QBs. While that's an old-school approach with so many first-year signal-callers playing early in their careers, Stafford turned 37 in February and contemplated retirement this offseason. He may be year-to-year with his playing career.
Instead of hoping the Titans and Browns pass on quarterbacks, the Giants can control their options by moving up to the No. 1 spot. Even if they don't land Stafford, the team could sign a veteran in free agency who can be the bridge-gap option and competition for the rookie.
Whether the trade-up is for Cam Ward (more likely) or Shedeur Sanders, general manager Joe Schoen would finally have his quarterback of choice after working with (and extending) Daniel Jones, who was a first-round pick from the previous regime.
New York Jets

Tennessee Titans receive: 2025 No. 7 pick, 2025 3rd-rounder, 2025 5th-rounder and a 2026 1st-rounder
The Jets have a new regime led by general manager Darren Mougey and head coach Aaron Glenn. They informed quarterback Aaron Rodgers they plan to move on from him, which leaves Tyrod Taylor as the potential starter for the 2025 season.
Taylor has been a spot starter for most of his career and could be a solid bridge-gap quarterback, but the Jets can immediately raise the ceiling of their upcoming campaign with a splashy move for Cam Ward or Shedeur Sanders.
While Taylor could help lead Gang Green to a mediocre seven-to-eight-win season, Ward or Sanders can help lead a solid roster into playoff contention.
Looking back at the Houston Texans in 2023 and the Washington Commanders last year with top rookie quarterbacks, the Jets should ask themselves: "Why can't that be us?"
The Jets have a couple of first-round picks along their offensive line, an upstart trio of running backs led by Breece Hall and wide receiver Garrett Wilson to support a young quarterback. If Gang Green takes flight from the No. 7 spot to No. 1, it could be a franchise-altering move.
New Orleans Saints

Tennessee Titans receive: 2025 No. 9 pick, 2025 2nd-rounder, 2026 1st-rounder and a 2026 3rd-rounder
Saints head coach Kellen Moore was noncommittal when asked about Derek Carr's future with the team, but general manager Mickey Loomis plans to keep the 11-year veteran as the team's starting quarterback.
Still, New Orleans should consider a splashy trade for the top pick. As of now, the Saints don't have their quarterback of the future. At 33, Carr is a decent placeholder, but he hasn't significantly elevated the offense when healthy.
In one of the league's weakest divisions, the Saints can brighten their long-term future with a timely trade that allows them to draft a franchise quarterback.
As a play-caller, Moore has led top-seven scoring offenses with the Dallas Cowboys and Philadelphia Eagles while developing quarterbacks Dak Prescott and Jalen Hurts. He could help expedite the growth of a talented rookie signal-caller.
