The Daily Mail (via TNC Bundesliga) passed along a report on the cost of the transfer:

The World Cup winner joined the Blues in 2013 for €21 million (£18 million) from Bayer Leverkusen, but he failed to nail down a first-team spot under manager Jose Mourinho, starting just five league games this season.

It is expected that Chelsea will put the funds from Schurrle's sale towards the purchase of Juan Cuadrado from Fiorentina, per the Mail Online's Neil Ashton

Wolfsburg currently sit second in the Bundesliga at the halfway stage, eight points back from league-leaders Bayern Munich and seven points clear of Borussia Monchengladbach in third.

Schurrle will likely become a key part of the Wolfsburg setup on arrival, with Bundesliga writer Stefan Bienkowski suggesting he will be an improvement on the club's current options in attack:

Schurrle joins another offloaded Chelsea fringe player, Kevin De Bruyne, at Wolfsburg, with the Belgian excelling at the club since his arrival a year ago. De Bruyne has scored five goals and assisted 11 times in the league this term.

Boss Dieter Hecking will no doubt be looking for his new man to perform to a similarly high level as De Bruyne, with the pair potentially set to form a dangerous partnership.

Schurrle certainly has the talent to be a huge asset in the Bundesliga—he performed admirably in a number of cameo performances at the World Cup—and he will likely be much improved in a regular starting role.

Chelsea will no doubt be happy with the sale considering the transfer fee, but he could end up being worth every penny for Wolfsburg if he plays to his potential. Schurrle finally has the opportunity to star in a top league.
