A Guardian report suggests the initial fee is likely to be around £12 million, with a further £5 million in "add-ons" should Kagawa prove a success.
The 23-year-old Kagawa scored 13 goals and provided eight assists last season as his Dortmund team collected a second successive German title.
A playmaker who might be seen as the natural heir to veteran Paul Scholes at Old Trafford, Kagawa will bring some much-needed creativity and attacking spark to United next season.
Kagawa has picked up 30 international caps for Japan and scored in their recent 2-0 friendly win against Azerbaijan.
