NFL Power Rankings Week 7: Which Teams Are Most Difficult to Rank?
Any NFL team can start off great with a weak schedule, just like any team can start off slow with a tough schedule. It's not so much that these teams are overrated as it is their record based on who they've played.
You don't know that team's true identity, making it difficult to rank them. These three franchises are those teams that are difficult to rank due to their strength of schedule so far.

If recent history tells us anything in pro football, it's that the Chargers were known as slow starters but strong finishers.
This season, however, appears not to be the case as San Diego is now 4-1. The only concern is that the four wins came against teams with a combined 3-16 record.
Then again, it's the Chargers once again starting off slow, but this time they're feasting off a weak early schedule. More will be known when they play Green Bay and Oakland in consecutive weeks once November rolls around.
Chicago Bears (3-3)
The Bears may be a disappointing 3-3, but the three losses have come against Green Bay, New Orleans and Detroit, who combine for a 15-3 record.
However, their best win came in Week 1 over the now 3-3 Atlanta Falcons.
RB Matt Forte is the offense, and with a lacking defense the future doesn't look too promising. We'll learn more about Chicago as they play at Tampa Bay and Philadelphia in their next two games.
Even if they split those games, the Bears may just be a little better than thought, but a tough schedule is wearing on them.
Cincinnati Bengals (4-2)
Of these three teams Cincinnati may end up being the best team, but right now they still have much to prove.
The win over Buffalo was big after dropping two straight, and the Bengals have kept it going since then over two weak AFC South teams.
Their next four games will be very telling because after the bye this week, Cincy travels to Seattle (never easy no matter how good/bad they are) and Tennessee in two straight weeks.
Thereafter, they get into some important AFC North games with Pittsburgh and Baltimore in consecutive weeks. If the Bengals can split those four and be 6-4, then the final month won't seem as pressing.
