I won't go any further than 7 seeds (which should pretty closely reflect the top 28 if rankings mean anything).  But if the tournament seeding is anywhere near consistent with the AP and Coaches Polls, why wouldn't the top 28 be pretty consistent with the 1-7 seeds?  The top 10 are all 1, 2, and 3 seeds—IN ORDER.  After that, it's a disaster. 
I wonder how this is determined...and how much lube is required to bend over teams like Notre Dame, Nevada, Louisville, UNLV, Marquette, Winthrop, and Creighton.  I guess some teams can afford to lend their lube—namely USC, Virginia, Tennessee, Virginia Tech, Duke, Vanderbilt, Indiana, and BC.
If the process was anywhere near consistent and effective, it would keep top-20 teams from facing off in the first round.  But: #17 ND vs. #21 Winthrop in the first round, possibly #17 or #21 Winthrop vs. #12 Oregon in the second round.  Horrible. 
You would assume the TOP #5 would play the BOTTOM #12, TOP #6 would play the BOTTOM #11, TOP overall seed plays the play-in winner, and so on.  That is, if the idea is to keep the best teams from playing each other before the Sweet 16.  All conference tournaments determine seed by rank and record.  So either the NCAA tournament does the same, or we stop ranking teams all season.
