After November 13, Manny Pacquaio will have faced 3 Top Rank fighters in his last three times stepping in the ring. Bob Arum has openly stated he doesn't care to help other promoters give their star fighters any of the spotlight. Unlike Floyd Mayweather, Manny Pacquaio escapes a lot of media scrutiny because most blame his promoter for his fight choices, and his fans never hold him accountable. I don't deny Manny's humility, but by true definition being humble doesn't make you weak. Nothing in Pacquaio resume supports he seats back silently while Arum steers his career, on the contrary Pacquaio has a lot to say about who he fights and doesn't fight.

At this point in Pacquaio's career I could promote him and he'll still make millions of dollars. Pac Man has all the leverage to decide how he ends his career. Since he is beating all the fighters in Top Rank's stable Mr. Arum doesn't have anyone else that he could push out front of Pacquaio. Bob Arum can't afford to push Pacquaio away like he did Oscar De La Hoya and Floyd Mayweather Jr. So to the notion that Manny just does what he is told is something that's passed when Manny knocked out Eric Morales the second time.

In 2006 before Manny squared off with Eric Morales for the third and final time, he signed a seven year deal with Golden Boy Promotions. A couple of months after signing the contract and taking the bonus, he resigned a contract with Top Rank for a million dollars. Manny Pacquaio broke his agreement with Oscar De La Hoya and went for the bigger payday by resigning with Top Rank. Pacquaio has shown he will bounce if the grass is greener, and Bob Arum knows it too.

Before that fight Bob Arum was already planning a unification fight with Nate Campbell, but Manny Pacquaio wasn't on board.
Instead he jumped up two classes to fight a vulnerable Oscar De La Hoya.
After that Pacquaio went after Ricky Hatton.
Years ago Manny Pacquaio expressed that he wanted Antonio Margarito and guess what he got it, and Margarito barely even has a boxing license.

In 2007 Top Rank expressed that Manny Pacquaio wanted no part of Floyd Mayweather Jr this was before Floyd retired. During his retirement Pacquaio's trainer Freedie Roach stated he thought his fighter could beat Floyd Mayweather, but Pacquaio never echoed the statement.
It wasn't until after media pressure that this fight was even up for discussion. Manny Pacquiao has never stated publicly that he want to fight Pretty Boy Floyd.
Negotiations ended in March of this year because neither party could come to agreement on olympic style drug testing. Instead he matched his reluctant fighter against Joshua Clottey.In the second rounds of talks Arum told reporters that Manny agreed to the olympic style drug testing, but when asked to present actual documents the crafty promoter stated, he destroyed them.
Bob Arum would love to be apart of the biggest fight in the history of boxing, but if Manny's not on board its nothing he can do.
