Smith was a passenger in a car driven by an unnamed 25-year-old woman who was arrested on suspicion of DUI, with a third passenger released at the scene of the accident, per the KTVU report.
Smith has had many off-field problems in the past that have led to his being unable to play in the NFL. He took an indefinite leave of absence in 2013 while playing with the San Francisco 49ers after being arrested on suspicion of DUI.
He was suspended for the first nine games of the 2014 season after violating the NFL's personal conduct and substance abuse policies. The 49ers released Smith in August 2015 when he was arrested on charges of hit-and-run and DUI.
The Raiders signed Smith one month later, and he appeared in nine games for the team before receiving a one-year suspension from the NFL in November that also required him to apply for reinstatement.
After re-signing with Oakland for two years last offseason, he didn't play a game for the team because the NFL deferred his reinstatement ruling until March.
Smith was one of the NFL's premier pass-rushers in his first two seasons with the 49ers, recording 33.5 sacks in 2011-12 to help lead the franchise to the playoffs both years. The 27-year-old has only played in 27 games since 2013 because of his various off-field problems.
