Blake Bortles, QB, Jacksonville Jaguars

Despite being the first quarterback taken in the 2014 draft, Blake Bortles has been little more than an afterthought in Jacksonville. However, the last two games have shown he can put up big numbers if given the opportunity.
Against the Miami Dolphins and New England Patriots, Bortles had a combined 515 passing yards, four touchdowns and only one interception. He is also being trusted to throw the ball more with at least 33 attempts in all three games this season.
With a Week 4 matchup against the Indianapolis Colts and a banged-up secondary, the second-year passer has a chance to keep up his recent play. The Colts have allowed at least 15 fantasy points every week to the likes of Tyrod Taylor, Ryan Fitzpatrick and Marcus Mariota.
As long as Bortles avoids mistakes, he could come through with another strong effort and help your fantasy team.
Lance Dunbar, RB, Dallas Cowboys

Despite having just two rushing attempts on the season, Lance Dunbar is definitely worth an add in point-per-reception leagues and even worth considering in standard leagues. He has been that good in the passing game.
In Week 3 the running back finished with exactly 100 receiving yards on 10 catches, bringing his season totals to 21 receptions for 215 yards. As Scott Kacsmar of Football Outsiders notes, the offense has been esssentially designed for this to happen:
Although he hasn't gotten into the end zone yet, he will have more opportunities as the season progresses. The fact is he has better numbers than Calvin Johnson at the moment (20 catches, 199 yards), and that won't change anytime soon with Brandon Weeden trusting him as a checkdown option.
Dunbar is certainly not a conventional running back, but if you treat him like a receiver for your flex spot, you could end up with a solid addition to your fantasy team.
Ted Ginn Jr., WR, Carolina Panthers

This isn't an exciting addition, but if you are down starters due to byes or injuries, Ted Ginn Jr. can be a quality fill-in this season.
Cam Newton has to throw the ball to someone, and it won't always been tight end Greg Olsen. This leaves Ginn as arguably the top option in the passing attack. He finished with 93 receiving yards last game and scored a touchdown the week before. In all three games he has led Panthers receivers in targets.
Newton has played extremely well this season considering what he has around him, but after the latest win he gave a lot of credit to his teammates, including "guys just making plays like Ted (Ginn, Jr.) being exceptional and putting pressure on defenders with his speed," via Panthers.com.
This speed came up big with a 55-yard catch against the New Orleans Saints, as described by Max Henson of Panthers.com:
Although the consistency isn't always there, Ginn will get plenty of opportunities this season and has a decent matchup against the Tampa Bay Buccaneers.
Maxx Williams, TE, Baltimore Ravens

Tight end Crockett Gillmore was the hot name after scoring two touchdowns in Week 2, but he only managed three catches on three targets in Week 3. Meanwhile, rookie Maxx Williams also totaled three catches, but was targeted seven times in the loss to the Cincinnati Bengals.
Only Steve Smith Sr. saw more looks for the Ravens.
Williams could be in for an even bigger game in Week 4 thanks to a calf injury to Gillmore, per ESPN.com's Jamison Hensley:
The rookie tight end has plenty of ability and now has the opportunity to shine. Against a Pittsburgh Steelers defense that has allowed the second-most fantasy points to tight ends this season, Williams is a good sleeper bet to have a big day.
