"I think he’s one of the elite quarterbacks in this league," Kelly said, per ESPN.com's Jamison Hensley.
Kelly offered his extensive thoughts on the matter, saying Flacco has a "big-time arm" and noting other observations.
"He’s such a good decision-maker," Kelly said. "He’s an unbelievable clutch player. You look at him in all the situations he’s been in, he always seems to have poise and nothing seems to rattle him."
It's a critical question, of course—one that nearly made its way through the doors of Quicken Loans Arena the night of the Aug. 6 Republican presidential debate but had to settle for a special appearance in the background of Hardball with Chris Matthews outside the Cleveland venue:
