The Bills scored on their first three drives of the game, with Tyler Bass nailing field goals from 44 and 28 yards before Allen found wide receiver Khalil Shakir for a 9-yard touchdown.
Meanwhile, the Raiders' offense was also moving, scoring on three of its four first-half possessions.
Ashton Jeanty opened the scoring for Las Vegas with a short rushing touchdown before Matt Gay added two field goals, the second as time expired in the first half, to tie the game at 13-13 heading into the break.
The Bills came out of halftime without safety C.J. Gardner-Johnson, who was ejected for unsportsmanlike conduct with 15 seconds left in the first half after he appeared to spit toward a group of Raiders players.
A miscue by Las Vegas proved costly, as Cousins threw an interception that set up a 32-yard Buffalo drive capped by an Allen-to-Keon Coleman touchdown connection, giving the Bills a 23-13 lead after three quarters.
A field goal and a Cousins touchdown pass to Tre Tucker tied the game at 23-23 as Las Vegas went on a 10-0 scoring run to open the fourth quarter.
The Bills quickly responded with a 10-point run of their own, as James Cook III rushed for a touchdown and Buffalo added a field goal to regain a 33-30 lead.
Despite Cousins connecting with Tucker for a 44-yard touchdown pass following a 24-second drive, the Raiders' comeback attempt fell short when Buffalo recovered the ensuing onside kick to seal the win.
Las Vegas will host the Los Angeles Rams next Sunday at 4:25 p.m. ET, while the Bills head into a bye week.
