Pittsburgh got on the board first when quarterback Aaron Rodgers found wide receiver Roman Wilson for a 12-yard score to cap a 17-play, 78-yard drive.
Cleveland responded early in the second quarter when running back Jaleel McLaughlin scampered for a 28-yard score to help tie the game at seven.
After a three-and-out, Watson immediately found wide receiver Denzel Boston for a 60-yard gain.
Three plays later, running back Quinshon Judkins ran in for a two-yard TD.
Pittsburgh drove down the field in response, but Chris Boswell missed a 48-yard field goal. Cleveland took advantage and went 62 yards in 11 plays, with tight end Harold Fannin Jr. catching a two-yard touchdown pass.
Boswell made his second field goal attempt (from 31 yards out) to slash Cleveland's lead to 21-10 at halftime.
The third quarter was scoreless as five drives ended in four punts and a lost Watson fumble forced (and recovered) by Steelers edge-rusher T.J. Watt.
Pittsburgh got the offense moving early in the fourth quarter when Rodgers found wideout DK Metcalf for 43 yards.
Rodgers soon found tight end Darnell Washington for a 21-yard score with 10:10 left. A two-point try failed, keeping the Cleveland lead at 21-16.
Szmyt's 44-yard field goal put Cleveland up 24-16 with 6:37 remaining.
Both teams traded punts, giving Pittsburgh the ball with 3:32 left. Rodgers led the Steelers down the field and found Metcalf for 50 total yards on two catches.
Pittsburgh's offense stalled deep in Cleveland territory, and the Steelers found themselves with a 4th-and-10 on the Browns' 11-yard line. Rodgers' pass in the end zone to tight end Darnell Washington fell incomplete, but safety Emmanuel McNeil-Warren was flagged for defensive pass interference. On the next play, Rodgers hit tight end Pat Freiermuth for a three-yard score.
Rodgers then rushed up the middle for the two-point conversion to tie the game.
However, the Browns then went 36 yards in seven plays thanks in part to wideout Jerry Jeudy, who caught two passes for 27 yards. Szymt soon sent Cleveland fans home happy.
The Steelers got the ball back on their own 35-yard line with 10 seconds left and a timeout, conjuring images of the Baltimore Ravens' game-winning drive last Sunday against the Dallas Cowboys with seven seconds left.
However, a long Rodgers pass to wideout Roman Wilson was caught by Browns safety Grant Delpit for an interception.
Cleveland won despite committing 14 penalties (for 88 yards). Both teams committed a pair of turnovers. Cleveland won the yardage battle, 372-361.
Browns defenders combined for five sacks. For Pittsburgh, Watt had another great game, adding a sack, a pass breakup and four solo tackles to his forced fumble and recovery.
Both teams play next on Sunday, Oct. 11 at 1 p.m. ET. Cleveland will visit the New York Jets, and Pittsburgh will host the Indianapolis Colts.
