According to Cleveland cornerback Denzel Ward, the Steelers partially did so when they decided to target him three straight times on their final drive.

It was a rough day for the Pittsburgh offense in general, which finished with 291 yards of offense but was 3-of-15 on third down, failed to score a touchdown and only had 160 yards through the air.
The absence of the suspended DK Metcalf was certainly felt on Sunday. It likely will be next week as well as the Steelers play for the AFC North title and a playoff berth against the Baltimore Ravens.
A year ago, the Steelers lost four straight games to close the regular season, blowing a chance to win the AFC North title in the process. Now they are in danger of repeating that choke job thanks in part to Ward and the Cleveland defense.
