Burrow had been sidelined for the past nine games after undergoing surgery for a turf toe injury. His last start came in Week 2 against the Jacksonville Jaguars, a 31-27 win.
With Burrow back in the lineup, the Bengals improved to 4-8 and are third in the AFC North, snapping a four-game losing streak.
Dating back to last season, the Bengals are now 8-0 in Burrow's last eight starts and 1-8 without him during that stretch.
Cincinnati's playoff path remains narrow but open. The Bengals sit at No. 12 in the AFC, five spots out of the final Wild Card position. Their clearest route would be through a shaky AFC North, where they closed the gap on Baltimore with the win. The Ravens sit at 6-6 and Pittsburgh leads the division at 6-5.
The Bengals chances at a playoff run have heavily increased behind a now healthy Burrow and Ja'Marr Chase. Burrow threw for 261 yards and two touchdowns while completing 24-of-46 passes. Chase added 110 yards on seven catches.
After Thursday's win, fans weighed in on the Bengals' playoff hopes.
Baltimore's Lamar Jackson threw for 246 yards with no touchdowns, one interception and two fumbles while completing 17-of-32 passes. The offense committed five costly turnovers that proved unsustainable in a winning effort.
The Ravens took a 7-3 lead after one quarter despite committing its first fumble of the game. In the second, the Ravens committed two more fumbles and were held scoreless, while Cincinnati connected on three field goals to take a 12-7 lead into halftime.
The Bengals scored two touchdowns in the third quarter while Baltimore added one, trailing 26-14 entering the final frame.
The fourth quarter was messy for both teams as the Ravens committed two more turnovers and the Bengals also fumbled once. Despite the offensive issues, Cincinnati added two field goals in the final frame to secure the lead.
The Bengals will face a challenging Buffalo Bills team next Sunday before seeing Baltimore again on Dec. 14 at home.
