We're one month into the 2025 NFL season, and as usual, not everything has gone according to the script.

We expected the Buffalo Bills and Philadelphia Eagles to be Super Bowl contenders, and sure enough, they are the league's sole remaining undefeated teams.

But we most assuredly did not expect the 3-1 Indianapolis Colts to look like legitimate playoff contenders. Or for rookie quarterback Jaxson Dart to lead the winless Giants over the undefeated Los Angeles Chargers in Week 4. Or for a Baltimore Ravens team that entered the season mentioned with the Chiefs and Bills among the AFC's elite to be 1-3 and reeling.

It was a wild and wacky September, and just as they do every week here at Bleacher Report, NFL analysts Gary DavenportKris KnoxMaurice Moton and Brent Sobleski have come together to sort through the week that was and rank the NFL's teams from worst to first.

32. Tennessee Titans (0-4)

Week 5 Result: Lost vs. Houston 26-0

The Titans are the NFL's worst team. The previous statement is not opinion. It's a statistical fact. 

At 0-4, Tennessee owns the NFL's worst point differential (minus-69). Offensively, the Titans scored the league's fewest points (51) through four weeks of play. 

To make matters worse, this year's No. 1 overall pick, quarterback Cam Ward, is clearly swimming and not showing weekly improvement. Flashes of potential are still evident. At the same time, Ward may need more time than expected to truly become comfortable as the face of the franchise, if he ever does. -- Sobleski

31. New Orleans Saints (0-4)

Week 4 Result: Lost vs. Buffalo 31-19

The New Orleans Saints showed some fight on the road in a matchup with a Super Bowl contender, but the Buffalo Bills still beat them by 12 points. 

As a pro football team, the Saints should be competitive. Still, whether it's Spencer Rattler or Tyler Shough under center, they're arguably the league's worst club. -- Moton

30. New York Jets (0-4)

Week 4 Result: Lost vs. Miami 27-21

The arrival of head coach Aaron Glenn was supposed to change the culture in New York.

Four games into his first season, the "new" New York Jets look a lot like the old ones.

Any offensive momentum the team built in a shootout loss to the Pittsburgh Steelers in Week 1 is gone. What isn't is the sloppy play that has seemingly dogged this team for years. A promising first drive Monday was ended by one of New York's three turnovers. The Jets committed 13 penalties for over 100 yards.

Some teams can overcome a miscue here and there, but no team is winning many games when it loses the turnover battle and continually shoots itself in the foot.

29. Carolina Panthers (1-3)

Last Week: 28

Week 4 Result: Lost vs. New England 42-13

With quarterback Bryce Young, the Panthers have been easy to figure out. Aside from one quarter against the Arizona Cardinals, they're mostly awful away from home. Carolina lost the scoring battle 95-45 on the road in September.

The Panthers' issues extend beyond their starting signal-caller, who should be on shaky ground with the franchise in a crucial third season. This team has a banged-up offensive line that features a couple of backups and lacks quality defensive playmakers in the front seven.

28. Miami Dolphins (1-3)

Week 4 Result: Won vs. New York Jets 27-21

Week 4 was an excellent metaphor for the Dolphins' 2025 season as a whole.

Because even in victory, they lost.

Yes, Miami finally notched win No. 1 of the campaign. Tua Tagovailoa had easily his best game of the year. Tight end Darren Waller had a pair of touchdowns in his Dolphins debut.

But the story coming out of Monday night won't be Miami ending its skid—it will be how the team is going to function offensively with Tyreek Hill out for the season after a serious knee injury.

Hill was coming off his best game of the season and appeared headed for an even better one with six catches for 67 yards in less than a half.

His season is over, and so is Miami's without its best offensive weapon

27. Cleveland Browns (1-3)

Week 1 Result: Lost vs. Detroit 34-10

The Cleveland Browns defense is really good. However, that doesn't mean much when the offense and special teams units are horrendous.

As constructed, Cleveland can steal wins but only when it makes fewer mistakes than the opposition. Unfortunately, the Browns tend to make a lot of mistakes just about every week.

Joe Flacco, who was supposed to provide the steady presence at quarterback, has often been the one making mistakes. The decision not to roll with an unproven rookie to open the year was sensible, but it's time for the Browns to get a look at Dillon Gabriel, likely before getting a look at Shedeur Sanders.

Like, now.

26. New York Giants (1-3)

Week 5 Result: Win vs. Los Angeles Chargers 21-18

The Giants officially find themselves in the Jaxson Dart era. The rookie's first start brought positive returns, too. 

Dart threw for 111 yards and ran for 54 more, while also providing two scores. More importantly, the Giants won for the first time this season. 

Russell Wilson's three starts will quickly become a footnote in the team's history after playing as poorly as he did. Obviously, Dart isn't guaranteed to be a long-term success. Even so, his inclusion to the lineup completely changes the organization's direction. Everything from this point forward is about the rookie's development and how the franchise can build around Dart.

25. Las Vegas Raiders (1-3)

Week 4 Result: Lost vs. Chicago 25-24

Last week, the Las Vegas Raiders lost thanks to Geno Smith's interceptions and a blocked field goal.

Multiple teams have won or lost games due to special teams, but the Raiders have a significant issue with offensive inefficiencies.

Smith leads the league with seven interceptions, and he's thrown six of them at home, which goes against his recent trend of playing at a higher level indoors.

The Raiders brought in a new offensive coaching staff and acquired a two-time Pro Bowl quarterback this offseason, but they're still a work in progress on that side of the ball.

24. Houston Texans (1-3)

Week 5 Result: Won vs. Tennessee 26-0

The Texans finally found a rhythm, particularly in the fourth quarter Sunday with three touchdowns. The biggest difference in Houston's performance late in the contest was built around the ability to stretch the field for the first time this season. Quarterback C.J. Stroud was able to test the Titans' defense vertically. 

If Stroud is given the time and he can connect on some chunk plays, the entire team will look different in the coming weeks after a disastrous start to the campaign. Then again, Houston handled business against a bad team.

The Texans' ability to carry Sunday's momentum into upcoming games will say far more about which direction the franchise is heading.

23. Dallas Cowboys (1-2-1)

Week 5 Result: Tied vs. Green Bay 40-40 (OT)

Micah Parsons didn't exact his revenge against his old team. The Dallas Cowboys didn't prove anything, either, since their Sunday night meeting with the Green Bay Packers ended in a tie. 

However, the trade everyone should have discussed at length entering this particular contest revolved around the Cowboys' acquisition of wide receiver George Pickens.

The fact Dallas accumulated 40 points and over 400 yards of offense against the Packers' defense is impressive. It did so with the services of the unit's best player, CeeDee Lamb, who continues to deal with an ankle injury.

Pickens emerged as the squad's WR1 in Lamb's absence, with eight catches for 134 yards and two touchdowns. 

Furthermore, head coach/offensive play-caller Brian Schottenheimer called an excellent game with Jake Ferguson, KeVontae Turpin and Jalen Tolbert all heavily involved. Once Lamb returns to the lineup, the Cowboys will be dangerous. -- Sobleski

22. Cincinnati Bengals (2-2)

Week 1 Result: Lost vs. Denver 28-3

If the last two weeks are an accurate indication, the Cincinnati Bengals have no hope of staying afloat until Joe Burrow can consider a return. In fact, if the last two weeks represent who these Bengals are, they might not avoid the AFC North basement.

This feels nothing like the Bengals team that went 4-3 with backup Jake Browning at quarterback in 2023.

We knew that Cincinnati's defense wasn't likely to be good this season, and there's no denying that Browning is a few tiers below Burrow. However, it's as if the Bengals have forgotten how to do the fundamental things correctly with Burrow out of the lineup.

It all reflects negatively on head coach Zac Taylor, who can't use Burrow's injury as an excuse for poor preparation. -- Knox

21. Arizona Cardinals (2-2)

Week 1 Result: Lost vs. Seattle 23-20

The Arizona Cardinals perennially feel like the NFL's "what-if" team, and things are no different after a 2-2 start.

We're finally seeing Jonathan Gannon's vision for the defense coming together, and Arizona does have some offensive playmakers—Thursday night's touchdown grab should help Marvin Harrison Jr. regain his confidence. However, losing James Conner for the year hurts, as does losing consecutive close games against divisional opponents.

The Cardinals aren't title contenders. However, they could push into the playoffs if they can field a running game without Conner, if Harrison can start performing like a legitimate No. 1 receiver and if Kyler Murray can become the sort of offensive leader he hasn't been to this point in his career. -- Knox

20. Chicago Bears (2-2)

Week 4 Result: Won at Las Vegas 25-24

After a rough-looking start to the season, the Chicago Bears have peeled off back-to-back wins. And the impact of new head coach Ben Johnson on quarterback Caleb Williams is becoming more evident by the week.

It's not that the USC product played especially well against the Raiders. He didn't—completing less than 60 percent of his passes with a single touchdown pass and one pick. But he's playing within the offense instead of trying to play hero-ball when a play starts to break down.

Does that mean the Bears are playoff contenders? No, but it does mean Chicago is headed in the right direction.

And for a long-suffering fanbase in Chicago, that should mean something.

19. New England Patriots (2-2)

Last Week: 25

Week 4 Result: Won vs. Carolina 42-13

This is no doubting the effort Mike Vrabel has been looking for from the Patriots this season, and it culminated in a blowout win.

Offensively, Pats quarterback Drake Maye attempted just 17 passes and only three fell incomplete. He threw two touchdown passes without a turnover, scored on the ground and posted a beefy passer rating of 155.7.

Defensively, inside linebackers Robert Spillane and Jack Gibbens combined for 22 total tackles, and the Patriots limited the Panthers to just five third-down conversions in 14 attempts. And after surrendering a touchdown on the game's first drive, New England didn't give up any more points until the game was well out of hand.

It's a win that gives the Patriots some positive momentum. They'll need it in Week 5, with a trip to the undefeated Bills next up on the schedule.

18. Minnesota Vikings (2-2)

Week 4 Result: Lost vs. Pittsburgh 24-21

The Minnesota Vikings have a quarterback problem.

They had one before starter J.J. McCarthy got hurt—the second-year pro played one great quarter and seven dreadful ones before getting hurt. And now they have one with Carson Wentz.

Don't pay attention to the final score of this game—it was 24-6 at one point before the Vikings made it interesting late. Wentz's 350 passing yards and two scores are also misleading, as much of that production came with the game all but decided.

Wentz threw a pair of interceptions and was dropped six times in Dublin behind a patchwork Vikings line that has been a problem much of the season.

Add in a Minnesota ground game that averaged 3.5 yards a carry, and these Vikings look less like last year's 14-3 squad by the week.

17. Washington Commanders (2-2)

Last Week: 11

Week 5 Result: Lost vs. Atlanta 34-27

Jayden Daniels may be expected back in the lineup for Week 5 action, but he can't cure what went wrong with the Commanders against the Falcons. 

Michael Penix Jr. and Co. obliterated Washington's defense, with 435 yards from scrimmage and nearly nine more minutes in possession time. Washington left Sunday's actions as a bottom 10 defense, including bottom five against opposing aerial attacks.

Daniels' return will give the Commanders' offense a boost. Though Marcus Mariota wasn't awful as the starter. Still, the second-year signal-caller is an elite play-maker when Washington's offense is firing on all cylinders.

If that's enough to offset a porous defense, the Commanders can still be a top team. But it's a difficult path to undertake.

16. Atlanta Falcons (2-2)

Week 4 Result: Won vs. Washington 34-27

When the Atlanta Falcons' top three offensive playmakers are in sync with second-year quarterback Michael Penix Jr. as they were in Week 4, they can go score-for-score with the league's elite teams. 

Bijan Robinson, Drake London and Kyle Pitts racked up 286 receiving yards and scored three touchdowns from scrimmage combined.

The Falcons must establish consistency to avoid duds like their scoreless Week 3 outing and put together more statement performances.

They're growing with Penix and showing promising signs of a team on the rise.

15. Baltimore Ravens (1-3)

Week 1 Result: Lost vs. Kansas City 37-20

The Ravens were expected to be one of the top challengers in the AFC this season. After only a month, it may be time to reassess realistic goals for Baltimore.

It's too early to panic and wonder if the 1-3 Ravens are legitimately bad. After all, their three losses have come against three presumed title contenders. However, it's looking like Baltimore doesn't belong in that Super Bowl contender category.

Injuries were already a concern before the Ravens watched Marlon Humphrey, Ronnie Stanley and Roquan Smith leave Sunday's blowout loss. The defense isn't good. It's hard to pinpoint what the offense does well aside from letting Lamar Jackson play hero-ball. Oh, and Jackson's hurt, too.

Can the Ravens battle back and make the postseason? Maybe, but right now, their focus should be on doing the fundamental things right and getting back in the win column.

14. Denver Broncos (2-2)

Week 4 Result: Won vs. Cincinnati 28-3

The Denver Broncos' dominant win over the Cincinnati Bengals could be the get-right game that jumpstarts a midseason run.

The Broncos showed balance in their previous outing. Bo Nix threw for a career-high 326 yards, two touchdowns and an interception. Denver ran for 186 yards, two touchdowns and averaged 4.9 yards per carry. 

The Broncos are outside the top 10 in our power rankings, but they're good enough to pull off an upset on the road against the Philadelphia Eagles in Week 5.

13. Jacksonville Jaguars (3-1)

Last Week: 19

Week 5 Result: Win vs. San Francisco 26-21

A year ago, Jaguars owner Shad Khan believed the Jaguars had the most talented roster they ever had. Obviously, his comments proved incorrect as the team struggled through another disappointing campaign.

However, that letdown led to yet another franchise reset with a new general manager and head coach. This time, the Jaguars might have gotten it right. 

With Sunday's victory over the 49ers, they are 3-1 and tied with the Indianapolis Colts atop the AFC South. It's only the second time Jacksonville started 3-1 since the 2008 campaign. Plenty of room for improvement still exists, too, specifically how the offense utilizes its weapons at wide receiver.

As soon as Brian Thomas Jr. and Travis Hunter become more consistent, Trevor Lawrence and Co. can become truly dangerous.

12. Indianapolis Colts (3-1)

Week 5 Result: Lost vs. Los Angeles Rams 27-20

No one really thought Daniel Jones and the Colts were going to keep playing at an elite level, right? While the shoe finally dropped during Week 4, Indianapolis' performance in a loss to the Rams was still promising, albeit disappointing. 

Colts wide receiver Adonai Mitchell will spend the week reeling from the negative backlash after being directly responsible for two negated touchdowns.

First, he fumbled the ball just short of the end zone for what should have been a guaranteed touchdown reception. In the fourth quarter, officials called Mitchell for holding, which took a Jonathan Taylor score off the board. 

Indianapolis went punch-for-punch with one of the NFC's best teams and came up short because of its own mistakes.

11. San Francisco 49ers (3-1)

Week 1 Result: Lost vs. Jacksonville 26-21

It feels like the San Francisco 49ers are at a crossroads. They're again dealing with multiple injured starters—Nick Bosa is out for the year—that threaten to derail their season. Despite this, they have a 3-1 record.

Having players like Bosa, Brandon Aiyuk and George Kittle on the sideline didn't seem to hurt the Niners in Week 4 as much as their four turnovers and poor kick coverage did. If San Francisco can clean a few things up, it can stay in the NFC West race.

However, the way the 49ers respond to their first loss of the season in Thursday's matchup with the rival Los Angeles Rams will be critical.

They have playmakers, they should get Aiyuk and Kittle back at some point, and Kyle Shanahan usually has a solid game plan. However, San Francisco isn't quite talented enough to play sloppy football and win consistently.

10. Pittsburgh Steelers (3-1)

Last Week: 13

Week 1 Result: Won vs. Minnesota 24-21

The Pittsburgh Steelers appear set to make things interesting in the AFC. While their defense is still concerning, it has shown an ability to make big plays when it matters.

Offensively, Pittsburgh remains a work-in-progress, but the unit is functional and may have an emerging playmaker in Kenneth Gainwell. The Steelers should still eye the trade market for a receiver to pair with DK Metcalf ahead of the November 4 deadline.

As long as Aaron Rodgers remains healthy and playing mostly mistake-free football, Pittsburgh will have a legitimate chance to win the AFC North this year.

9. Seattle Seahawks (3-1)

Week 1 Result: Won vs. Arizona 23-20

Since falling flat against the 49ers in Week 1, the Seattle Seahawks have looked like serious playoff contenders.

They allowed the Cardinals to climb back in it on Thursday, but their loss to San Francisco feels like more of a fluke than any of the Seahawks' three wins.

Sam Darnold has looked every bit the Pro Bowl quarterback he was in Minnesota a year ago, and Seattle's defense has looked a lot like the aggressive units Mike Macdonald once coached for the Baltimore Ravens.

Seattle has all of the pieces needed to contend for the NFC West crown this season.

8. Los Angeles Chargers (3-1)

Last Week: 3

Week 4 Result: Lost vs. New York Giants 21-18

Be wary of West Coast teams traveling east.

The undefeated Los Angeles Chargers trailed the New York Giants for an entire game. Despite Omarion Hampton's 54-yard touchdown run, Big Blue was the more physical team with 42 rush attempts.

The Chargers can't just move on from last week's loss as a fluke. They lost left tackle Joe Alt, who was carted off the field.

After losing Rashawn Slater, who tore his patellar tendon in August, L.A. may have to reshuffle its offensive line again following Alt's ankle injury, which raises concerns about the team's short-term season outlook.

7. Kansas City Chiefs (2-2)

Week 4 Result: Won vs. Baltimore 37-20

We finally saw the Kansas City Chiefs' explosive offense with wide receiver Xavier Worthy healthy for a full contest.

The Chiefs dominated the slumping, injury-riddled Baltimore Ravens in a statement game, showing the league they're still one of the top teams.

Worthy caught five passes for 83 yards and logged two carries for 38 yards. When Rashee Rice returns from suspension, the Chiefs will be NFL juggernauts again.

6. Tampa Bay Buccaneers (3-1)

Last Week: 4

Week 4 Result: Lost vs. Philadelphia 31-25

Following a loss to the undefeated reigning champions, the Tampa Bay Buccaneers have no reason to hang their heads. 

Without Mike Evans and in Chris Godwin's season debut, they turned a blowout into a competitive battle in which Philadelphia had to make a late fourth-quarter stop to seal the win. 

The Buccaneers could see the Eagles again in the playoffs with Evans and Godwin fully healthy, which could produce a classic January matchup.

5. Green Bay Packers (2-1-1)

Last Week: 6

Week 4 Result: Tied vs. Dallas 40-40 (OT)

Over the first two weeks of the 2025 season, the Packers looked like the best team in the NFC West after beating the Lions and the Commanders.

But then Green Bay had to take the show on the road, and the shine started coming off fairly quickly.

Against the Cleveland Browns in Week 3, the offense imploded in a 13-10 loss, and while the Packers racked up a whopping 489 yards of offense Sunday night, they settled for a tie with the Cowboys because their dominant defense wasn't.

Are the Packers playoff contenders? Of course. But the Micah Parsons acquisition aside, until a cluttered wideout corps clears up, Green Bay is also still the second-tier team in the NFC it was a year ago.

4. Detroit Lions (3-1)

Last Week: 5

Week 4 Result: Won vs. Cleveland 34-10

In Week 1, the Green Bay Packers walloped the Detroit Lions at Lambeau Field. In Week 3, that same Packers team was stunned in Cleveland by the lowly Browns. Those Browns traveled to Ford Field Sunday, where there was more walloping.

The Lions appear to have put that Week 1 setback in the rearview mirror. Detroit did what was expected of them in Week 4 and defeated an overmatched Browns team.

This was a game where Jared Goff threw for just 168 yards, though. A contest in which the Lions averaged just 3.8 yards per carry on the ground. But on a day when the offense struggled a bit against a stout Cleveland defense, the Detroit defense was dominant, allowing less than 250 yards of offense and a single touchdown.

The Lions are right back where we expected them to be: among the NFC's elite

3. Los Angeles Rams (3-1)

Last Week: 7

Week 1 Result: Won vs. Indianapolis 27-20

The Rams might be the biggest threat to the Philadelphia Eagles in the NFC. Though L.A. lost to Philly in Week 3, it has played one half of truly bad football this season.

A blown Week 3 lead and blocked kick aside, the Rams have looked like one of the best teams in the NFL. Matthew Stafford is playing at an MVP level, Davante Adams is integrating himself into the offense, and Los Angeles' young defense has become an aggressive and opportunistic unit.

While the Rams aren't flawless, they have few glaring weaknesses. When they need a big play late—as they did against the Colts on Sunday—stars like Stafford, Puka Nacua, Jared Verse and Kamren Curl are usually there to provide it.

2. Buffalo Bills (4-0)

Last Week: 2

Week 4 Result: Won vs. New Orleans 31-19

The Buffalo Bills are rolling.

Granted, the winless New Orleans Saints gave them more of a game than many expected. But thanks to a combination of timely defensive plays (including a Cole Bishop interception deep in Bills territory) and a relentless Bills offense, Buffalo is 4-0 and in firm control of the AFC East.

Bills quarterback Josh Allen was efficient, accounting for three total scores and posting a passer rating over 110. Running back James Cook surpassed 100 rushing yards and found the end zone—again. The defense allowed under 300 yards of offense and held its opponent under 20 points for the second time in three weeks.

The Bills are the best team in their division by a wide margin. And after the first month of the 2025 campaign, calling them the team to beat in the AFC isn't a stretch.

1. Philadelphia Eagles (4-0)

The start to the Eagles' season could have been far more difficult than Philadelphia has made it look.

Between the Dallas Cowboys, Kansas City Chiefs, Los Angeles Rams and Tampa Bay Buccaneers, none of them are pushovers. All four could be playoff teams once we reach the end of this season. Yet the Eagles found ways to win against all of them. 

How Philadelphia continues to show up week in and week out, when the dreaded Super Bowl hangover could have taken root, is impressive in itself.

The Eagles have a strong recipe for continued success built upon a strong offensive line, talented run game, weapons at wide receivers and a defense with playmakers at every level.

Whatever argument a person wants to make for or against Jalen Hurts as quarterback, he's more than good enough to lead this squad, which has a real chance at back-to-back titles.
